Djibouti is protected by the French, USA and China. Hence, Djibouti has nothing to worry about.

Your problem would be not only conquering it but also keeping it.
You also have the UN and Security Council to ban you out of the organization. BTW, don't worry about ports, worry about the stability of your country. It is very fragile. Hope you come out in one piece out of this one.
