What is Amazing is this. Haile Selassie had close relationship with the Sha of Iran. But Iran and Ethiopia did not have good relations. Just

just now Iran sent Abiy a letter that Iran want stronger relationship with Ethiopia.

Africa and AU opposition to American interference will grow and I Horus predict the resurgence of Pan-Africanism. I also predict Black Lives Matter global movement will combine with the continental Pan-African movement.

Eritrea has no say in the maritime security in the Red Sea which is almost fully enclosed by land, All vessels entering and exiting the Red Sea/bab el-mandeb strait must provide a 48 hour advanced notice of arrival to the Djibouti authorities, Djibouti regulate navigation in the bab el-mandeb strait, Besides, according to the united nations convention on the law of the sea, under certain circumstances Djibouti would have a legal right to close the bab el mandeb to Eritrea or other countries.

I was listening to Biden on the TV earlier today. He had his usual mantra that America is an idea and that there is nothing that Americans can’t do when they work together. As I heard him repeat his mantra, I asked myself what makes him so insecure about humanity. I asked myself if he thinks humanity doesn’t value ideas as much. After all, America borrowed ideas from elsewhere that were generated from the fertile imaginations of philosophers a long time ago and many continued to build up on those ideas. ዉጤት ይናገራል።

The philosophy that the only good is knowledge and the only evil is ignorance is an idea that Socrates’ fertile imagination generated a long time ago.

So, I keep asking what makes Biden insecure about humanity, why he continues to fail to say there are lots that humanity can do when it works together and take that idea to the United Nations and convince them. Why not if he is not acting as a bully himself. I don’t know if the leaders of any of these other rising countries do not subscribe to the simple idea that on one should bully any other. If they do, the call falls on Biden’s shoulders.

a. Legal Rights of Passage



Until the Third United Nations Law of the Sea Conference (“UNCLOS III”), the passage regime used in international navigation was “non-suspendable innocent passage” in territorial waters of a coastal state and freedom of passage in the high seas. However, during UNCLOS III, efforts to increase the breadth of the territorial sea from 3 nm to 12 nm brought strong opposition from the maritime powers, especially the United States.

The United States refused to accept the diminution of high seas freedoms in straits—over which coastal states had no legal rights to regulate passage or activities—that would result from a 12-nm territorial sea. If accepted, the 12-nm territorial sea would reduce the area of high seas freedom of passage in several important straits used in international navigation and replace it with the more restrictive innocent passage regime.

Ultimately, a compromise was reached with the creation of the new transit passage regime for vessels and aircraft. The compromise preserved open corridors of unimpeded passage for vessels and offered the littoral state more regulatory rights over foreign-flagged vessels than it could exercise over the high seas but less than provided by the customary right of innocent passage in the territorial sea.



b. Innocent Passage Versus Transit Passage Rights



According to UNCLOS, the transit passage regime applies to “straits which are used for international navigation between one part of the high seas or an exclusive economic zone and another part of the high seas or an exclusive economic zone.”[8] Iran, by its own declaration, is obliged to respect the transit passage rights of all vessels flying the flag of states party to UNCLOS, both commercial and military. Likewise, these ships, including foreign-flagged military vessels engaged in transit passage through the Strait of Hormuz, must abide by the applicable provisions of UNCLOS, customary international law, and the United Nations Charter.

I saw and read your questions today. So, here are my belated answers.

Many times, when I listen to Biden, he sounds to say the American people are under a constant threat. Just the other day, I got fed up with his speech of insecurity that I had to introvertly say: Man, go and have some coffee with President Putin, the Russian people as a people are not enemies of the American people, they are brotherly and sisterly people. This was my reaction in real-time as he was making a speech. Have you ever got a sense out of him where he says the American people as people are brothers and sisters with the people of any or all other countries? I couldn't. What I hear from him sounds the opposite, as if the people of other countries are hostile to the American people as a people. That is what I mean by his insecurity.

I am glad that you asked what I mean by humanity because at times, it appears to be used a bit arbitrarily. I mean the human species on this planet with its collective cultural experiences and moral values. One definition in the dictionary is this: "all human beings collectively; the human race; humankind."

A new regional council involving eight countries in the Red Sea corridor was launched this week with Saudi Arabia at the helm as a way to tackle piracy, smuggling and other related issues. The council aims to enhance stability in the region, but regional rivalries and notable exclusions from the initiative remain a key sticking point.

It seems for the moment that the piracy/maritime security angle is a good way to initiate cooperation between the countries of the region while staying outside of the political issues that may divide them,

said Camille Lons, research associate at the International Institute for Strategic Studies (IISS) Middle East in Bahrain.

Foreign ministers from countries including Saudi Arabia, Sudan, Djibouti, Somalia, Eritrea, Egypt, Yemen, and Jordan signed the charter of the Council of Arab and African Coastal States of the Red Sea and Gulf of Aden on Monday. All border the Red Sea or the Gulf of Aden.

The regional grouping was initially slated to focus on a number of topics, including economic cooperation, cultural exchanges, and environmental issues, Lons told RFI.

Under the Saudi leadership it has been re-centred around security issues,

At the council charter signing in Riyadh on Monday, Saudi Foreign Minister Faisal bin Farhan Al Saud said that this new regional body would not create an entirely new defense force.

The idea for the council was initially announced in 2018 as a joint Egypt-Saudi initiative, as Saudi emerged as the lead after a juggling of interests, according to Ahmed Soliman, Africa Programme research fellow at Chatham House.

This is borne out of increasing engagement across the Red Sea, and interests from the Gulf states and others in territories across the Red Sea in the Horn of Africa region,

The Red Sea corridor spans 2250 kilometres at its widest point, a key waterway that separates the Mediterranean from the Indian Ocean and beyond to Asia, as billions of euros in shipping trade pass through its waters each year. This key strategic waterway also retains an important political dimension, said IISS’ Lons.

For Saudi Arabia, the aim is to preserve the Red Sea from external influence, especially from its political rivals (Turkey, Qatar, Iran). Creating a platform that focuses on littoral countries is an efficient way of claiming that Turkey, Qatar and Iran have nothing to do in Red Sea matters,

she said.

Who has been included and who has been excluded poses another set of issues for this new regional body.

You don’t want to limit participation to littoral states only there is a need to look at more inclusive engagement and membership around that,

said Soliman, referring to Ethiopia, the sixth largest landlocked country in the world, and a major trading partner with Djibouti.

Somaliland creates another issue in terms of lack of membership on the council.

Somaliland shut out

The self-declared country of Somaliland, located in the Gulf of Aden in the northwest corner of Somalia, has been trading directly with the Kingdom of Saudi Arabia (KSA) for a number of years, specifically in shipping livestock from Berbera port.

Its 850-kilometre coastline is in a key position in the Red Sea Corridor, a point in the statement from the Somaliland foreign ministry on Tuesday.

It will not cooperate with any policies or programs originating from the council as

long as its excluded and denied its rightful position among the important stakeholders,

it said, adding that

it will not recognize the formation of any blocs that exclude legitimate stakeholders based on arbitrary, irrelevant or discriminatory criteria.

It is true that the question of Somaliland’s inclusion into the council is problematic,

said researcher Lons.

Somaliland has previously sought to be included in this initiative as well as obtain observer status for the Horn of Africa regional bloc Intergovernmental Authority on Development (IGAD) taskforce in the Red Sea, she said.

Many officials from the region are sympathetic to Somaliland’s position, but it would be diplomatically untenable for them to include it in the council,

she added.

Somalia-Somaliland tensions have heightened due to the UAE contract to construct a military and commercial base in Berbera, the site of its strategic port.

Saudi Arabia is trying to find a balance, and although it has relations with Somaliland, it is also trying to keep its relations with Mogadishu as well, and it fears that adding Somaliland to the Council would antagonise Mogadishu,

said Lons.

Within the small grouping are a number of issues and competing interests, not only Somaliland. The quest for ports in the Red Sea has created deeper rivalries between the Kingdom of Saudi Arabia/UAE alliance and the Qatari-Turkey grouping.

Mogadishu has resisted persuasive efforts from Riyadh to turn away from its support of Saudi rival Qatar.

Ethiopia, the sixth largest landlocked country in the world, and a major trading partner with Djibouti, maintains its own struggle with Egypt. Its efforts to channel water from the Nile River to create its Grand Ethiopia Renaissance Dam, has fuelled tensions on both sides of the border. For Saudi Arabia, there is a similar dilemma over the inclusion of Ethiopia in the Council, said Lons.

Keeping it outside makes little sense, but KSA is trying to spare Egypt,

she added.

Riyadh has a lot on its hands in terms of dealing with and appeasing its council regional partners. The actual workings of the council have not been revealed yet, and some wonder if this is another Saudi initiative carrying a lot of fanfare and not a lot of substance.
