Yes, it is more psychological posturing and optics than substance. These are countries that can't weight until they start getting electric power from Ethiopia. Kenya want to be the economic hub of East Africa. Sure, they could gang up to keep Ethiopia in her current state. It is a strategy of overwhelming and exhausting the adversary ... US/Egypt are doing.
