What are the chances of PP governing Tigray & preventing famine?

Heck, many say PP isnt even favored in most kilils let alone Tigray! So how is it going to prevent looming famine in an area of war that it could have avoided by going into Lidetu-Jawar mode of politics as far back as September last year?
"Remnants" should have been configured into the equation of war and settling society after the war ended. Alas, there seems to be acts to the contrary such as burning farms and plundering farm equipment that famine is now inevitable.
PP whose terms expired long ago and has since totally failed to implement a free-and-fair governing system in the country. Its performance is even worse and detrimental to the settling of Tigray and highly unlikely to ever come to a dictatorial governing capacity!
Failed PP in the country and failed PP in Tigray, what is to be done? PP is mocking the effect of sanctions (perhaps is warranted in lieu of Trump's cut of cash to 1billion), and knows too well that short of military intervention, its positions stay unaffected in Tigray;famine or not!
