US sanction explanation help

I have not been following the horn affairs lately!
Is Coronel Abiy himself banned from travelling to the US?
What about Abiy's foreign minister who was the head of Amhara state(the one who does not speak English)? At least that does not make a difference.
Does any one knows why he gave the contract to western(US favored) companies despite the sanction?
I also saw an article about Abiy admitting that Eritrean soldiers massacred civilians in Axum.
Is he planning to throw his allies(Eritrea) under the bus?
