In ethnic federated Ethiopia, historical development were not considered. The ethnic regional states were meant to satisfy the demands of foreign powers. TPLF agreed to such plans to get some support with it's development projects and to maintain political power.
Historically the Amhara tribe leving in south Ethiopia around Bale and Wollege. The Oromos or Gallas pushed the Amhara to North of Ethiopia ( to Wollo, Shoa and parts of Gonder) after during the Oromo invasion in 1530.
The Somalis also moved up from Southern Africa area to Ethiopia and what is now called Republic of Somalia.
It would be wise to consider historical facts in dividing Ethiopia into administrative region. The current administrative division is unjust and leads to more wars and unrest. We need to change it to a more balanced division of the internal regional administrative units.

Welega is originally Welayta (Damot) + Shanikila Amphillo near Abay is Gojame Gaffat People Bale is originally Sidama, Arsi Dawaro,,,,,,,,,,,, Amhara is completely indigenous to Shewa Berara Addis Ababa + Gurages Gondar Gojjam and Beta Amhara all the way to Alaje I recommend DNA testing to the people north and east of Addis they will test positive as Amhara and south:west of Addis deep down is Gurage
