The ICC buss will stop at the office of Issayas, Abiy and Amhara authorities down to their implementer at the ground. The planners, the order givers and the leaders of each unit in Tigray as well as their bosses in Asmara, Bahredar and Addis Ababa are responsible for all crimes committed in Tigray. The world is following events in Tigray intensely not because of Tigrayans are victims but to send a clear message to the rest of the world if you commit crimes the way happened in Tigray, you are at ICC the next day. This is not the old world it is not me but a new world us everywhere the way Covid19 showed us one place affects the rest of the world will be victim too.
