Why is lier Abiy talking about artificial rain?

Most probably he is going to sign for Egypt to give away more than 80 % of he Abay river annual flow. As part of that he is expected to tell us that he can easily compensate for that by creating artificial rain. That is another lie from the lie chain reactor. If creating artificial is feasible why the Arab countries including Egypt are not using it? I wish this guy learns from his past lies and comes to his sense! Why is United Arab Emirates financing this project?????

Yes he's going to sign a binding agreement to guarantee Egypt and Sudan a certain amount of water per year. He's doing the groundwork to give himself some soft landing.

They are helping Egypt to secure a binding agreement by spending a couple hundred thousand dollar on some test flights. Once the agreement is signed, they will just say the test / research has been concluded.
