If all the keillls in the Federal government should gather and make a decision to clear themselves from Ethnic cleansing by targeting specific nationalities within their states . If states fail to protect the citzens within the killel the federal government should override their right and directly involve in protecting the people who are a target of ethnic cleansing. The so called Kellel sovereign right should not be a reason for the federal government not to get directly involve when the kelil government fails to protect the Ethiopan citizens within its jurisdiction . So far the regions that became the epicenters of Ethnic cleansing is Oromia , Benshangul, and to some extant Southern states. However, the Oromia region has been beset by Ethnic cleansing for some time now. And the sate with 34 rounds of Militia training with hundred thousands of special forces and Militia has not been able to protect citizens within the state . If the leaders of the state like Shimels Jalmaro are directly or indirectly involved in innocent citizens death they need to be brought to justice a dereliction of duty should not be an excuse to escape from persecution.

Shimelis Abdissa unequivocally stated his main goal of Oromizing or disintegrating Ethiopia. If anybody think that his statement was his own only, ya better think many many times over. The Somali Region was one of the most restive where people were murdered every single day, where churches were burned at random, and most of all it was the region with more trained paramilitary forces during Abdi Illie time. The amhara farmers are now the easy prey for this genocide but it will soon engulf every single ethnic group and individuals.

The Amhara farmers are handtied. They are not allowed to protect themselves, their family and their properties. In the few cases they tried and beaten back the killers, the Oromo liyu police steps in and exterminate those who mounted the resistance. The genocide is well organized, well coordinated and led by the higher ups in the Federal and Regional governments.

You presented the fact accurately! What is happening now is a sate sponsored terrorism victimizing innocent hardworking Amhara farmers. I don't know how far this will take Abiy Ahmed. However, one thing certain is OLF/ODP will never have indefinite license to kill ordinary citizens. Their act of terror will likely be responded in kind. It is an inalienable natural right to self defend. Oromiya will likely be the next battle field, because that has been where innocent peoples blood spilled and their souls crying for justice.
