We all know this news is leaked by the Tigrawai dictator of Eritrea to keep the pressure coming from the US and EU off of his back. Dangling the idea of reunification is to distract attention away from his crimes against humanity in Eritrea as well as inside Ethiopia.

Great idea.
TPLF out of the way and putting it out of its present madness, "Federation" sounds the most sensible thing to imagine; it initiates a break by disposing both Eritrean/Ethiopian and other extremists out of business of creating perpetual wars in the region. We've been there and done that.
What we know for sure is, breeding another "separation" of any kind or echoing to recreate "ethnic federation" is a waste of time and won't solve our regional problems. So, going back to "federation", "economic integration", and "unity" appears more likely to get us out of poverty.
