Running out of patience
Egypt can run out of patience at anytime, that's its problem. Ethiopia should not pay attention to such a bullshit.
Egypt can go to war with Ethiopia but will never win, as to win this would require boots on the ground and Sudan would not dare to allow Egypt use its territories before the eyes of the world.
Egypt could bomb the dam, but this would only exacerbate the situation since Ethiopia would then stop going to any negotiating table with Egypt in the future and would repair any damages caused and keep running the dam - and the final loser would be Egypt.
