The big question is if the General is still keeping his position. If so, it's PM Abiy that is incriminating HGDEF. I haven't heard the General suffering any repercussions for going against policy set by the PM or the agreement between PM Abiy and president Isayas.

May be the General is popular with rank and file and is untouchable even by PM Abiy.

Looting is one of the main reasons the U.S is sanctioning the Eritrean army. Looting is a war crime but between November 2020 and June 2021 it was considered as standard function a military.
