This is the problem that inevitably arises from a non elected central government attempting to replace an elected government. This creates legitimacy crisis which leads to insecurity and economic decline as well as moral decay in the Horn.

You are right and as far as I understand the interim government is only for 6 months. By then local and national elections will be held all over Ethiopia anyway. Some kind of government is needed for the next few months until the election though to provide basic services.
