OBN is Abiy owned media. He wants this voice to balance the war hawks within his party and pressure from Isayas to stay on war course. Abiy is taking too much heat internationally. Talks of war crimes are freaking him out. He is bending to this pressure. that's how I read it. Time will tell what it really means.
