The 1997 backstab.

Less than a month after the Adi Murug and Badme incidents of July 19, Eritrea's President Isaias Afeworki wrote the following letter to Prime Minister Meles Zenawi on August 16, 1997:-

Comrade Meles;

Greetings.

I am being compelled to write you to day because of the preoccupying situation prevailing in the areas around Bada.

It cannot be said that the border between our two countries is demarcated clearly although it is known traditionally. And we had not given the issue much attention in view of our present and future ties. Moreover, I do not believe that this will be a cause of much concern and controversy even in the future.

Be this as it may, there have been intermittent disputes in the border areas arising form different and minor causes. Local officials have been striving to defuse and solve these problems amicably. However, the forcible occupation of Adi-Murug by your army in the past few days is truly saddening.

There was no justification for resorting to force as it would not have been at all difficult to settle the matter amicably even if it was deemed important and warranting immediate attention. It would also be possible to quietly and without haste demarcate the boundaries in case this is felt to be necessary.

I, therefore, urge you to personally take the necessary prudent action so that the measure that has been taken will not trigger unnecessary conflict.

Meles's undated terse reply, came subsequently. It read as follows:

Comrade Isaias,

Greetings.

I have seen the letter you sent me. I had also heard that the situation in the border areas does not look good. I was also informed that the matter was discussed between your colleague (Yemane), who had come here, and ours (Tewolde). We did not imagine that what happened in Bada could create problems. This is because the areas our comrades are controlling were not controversial before and we believed that prior consultation was only necessary for disputed areas. We moved to the areas to pursue the remnants of Ougugume (Afar Opposition) who were obstructing our peace efforts from positions there. We believe we can ease the tension concerning the borders on the basis of the understanding reached previously between your team and our colleague (Tewolde). Perhaps, it is also necessary to settle the border demarcation issue after the necessary preparations are carried out by both sides.

In the meantime, the situation was worsening in Badme and President Isaias felt obliged to, once more, write to Meles on 25 August 1997:-

Comrade Meles,

Greetings.

Regarding the situation in the border areas, my information establishes that the measures taken at Adi-Murug were not in areas that are undisputed but in our own areas and by expelling our officials and dismantling the existing administration. Concerning the Ougugume, your action (in Adi-Murug) came as our Defence was preparing to co-operate on the basis of the request from your Army. Moreover, similar measures have been taken in the Badme area.

I had indicated to you, these measures are unjustified. In order to expediently check any further deterioration and pave the way for a final solution, we have assigned on our part three officials (Defence Minister Sebhat Ephrem; PFDJ Head of Political Affairs, Yemane Ghebreab; and National Security Advisor, Abraha Kassa) I suggest that you also similarly (or in ways you think best) assign officials so that both sides can meet as soon as possible to look into these matters. I await your thoughts.

Eritrea's delegation composed of Foreign Minister Osman Saleh and Presidential Adviser Yemane G/ab met in Khartoum today President of the Sovereign Council, Gen. Abdulfattah al-Burhan, as well as Prime Minister Abdullah Hamdok & delivered message from President Isaias Afwerki.


The message & discussions between both sides centered on further enhancement of bilateral relations & regional cooperation. The two sides also availed of the opportunity to exchange views on current developments in their mutual neighbour, Ethiopia.

ስልማት ጋሽ-ባርካ! ኣብ ንኡሳን ዞባታት ጎልጅን ኦምሓጀርን

ወያነ ኔይራ ድኣንበር ኣላ ትበሃለሉ ግዜ ኣብቂዑ።

ግዜ ዘይምልሶ ሕቶ የለን። እቲ ቀንዲ ዝድለ ኣብ ቁኑዕ ወገን ታሪኽ ኰንካ ምጽናሕ እዩ። ንዕስራን ሸውዓተን ዓመታት ጃንዳ ወያነ መሬት ኣይትጽርኒ ኢላ ጠገለ ዘይነበሮ ሸርዳዕዳእን ማእለያ ዘይብሉ ግፍዕታትን ኣብ ልዕሊ ብሄረ-ሰባት ኢትዮጵያ ኣውሪዳ’ያ። 2018 ካብ ኣዲስ ኣበባ ተሰጒጓ ናብ መቐለ ምስ ተሓጽረት፡ ነቲ እከይ ተግባራታ ዘሳስዩ ኣዋፊራ ንህዝቢ ኢትዮጵያ ነንሕድሕዱ ከተባእስን ከተቃትልን ስርሔይ ኢላ ተተሓሒዛቶ። ህዝቢ ኤርትራ ቅሳነት ከይረክብውን ተወለጀን ሃሱሳትን ብምውፋር፡ ድጅታል ወያነ ዝበሃል ንኣግኣዛውያንን ዑሱባትን ብመርበብ ሓበሬታታት ዝፍኖ ምንቅስቓሳት ጉዙፍ ወጻኢ ሰሊዓ ዘመተ ኣካየደት። ካብዚ ብሃሱሳት ዝካየድ ወፍሪ ግን መኽሰባን ክሳርኣን ናይ ምልላይ ዓቕሚ ኣይነበራን። ከምቲ ቅድሚ ቁሩብ ዓመታት ንመንግስቲ ክትግምጥል ይሕጉዙ እዮም ዝብለቶም ዙሩዓት ኤርትራውያን ብገዚፍ ወጻኢ ኣብ ሃዋሳ ዝገበረትሎም ጉባኤ ውጺኢት ኣልቦ ዝኾነ ከይትማህረት ሕጂ ድማ ነዞም ከም ኣምበጣ ዝበልዑዋ ዘለዉ ድጅታላውያን ዝደለየቶ ከይረኸበት ክሳራኣ ተሰኪማ ክትጓዓዝ ጸኒሓ። እዚውን ኣይጠቐማን ኣብ ሓደጋ መውደቒኣ ኮይኑ።

ንኽልተ ዓመት ማሕዩር ኮይና ኣብ ዝጸንሓትሉ፡ ካብ ኩሉም ዘዋፈረቶም ግብረ ሰይጣናውያን ጉጅለታት ይኹን ውልቀ ሰባት እቲ ትጽበዮ ውጺኢት ከምቲ ትሓስቦ ስለ ዘይነበረ ካልእ ሓደገኛ ኣማራጺ ክትወስድ ጉጉይ መንገዲ ተኸተለት። ንሱ ድማ ነቶም ናይ ሴመን እዝ ናይ ፈደራል ሰራዊት ንጸጥታ ትግራይ ዝሕልዉ ዝነበሩ ኣብ ኩሉ ማእቶት ዝሳተፉ፡ ኣንበጣ ዝከላኸሉ ኣዘንጊዕካ ሓደጋ ምውዳቖም ዝብል እኩይን ከዳዕን ተግባር ኣብ ልዕሊ ሰራዊት ሃገር ምውሳድ ዝብል‘ዩ። ከምጻኣላ ዝኽእል ሳዕበን ከይ ገመተት ከምቲ ዝሓሰበቶ ሓንደበት ክመጸና ኢሎም ኣብ ዘይሓሰብዎ ኣብ ጸሊም ለይቲ ኣብ ድቃሶም ከለዉ ውግእ ከፈተትሎም። ብጣዕሚ ዘሕዝንን ዘጸይፍን ተግባር። እቲ ዝወረደ ዕንወት ኣብ እዋኑ ዝግለጽ እኳ ይኹን እንበር ቀሊል ከምዘይከውን ርዱእ እዩ። ምኽንያቱ ብጾት መባልዕቲ መሳትይቲ ንብዙሕ ዓመታት ብሓደ ከም ሓንቲ ስድራ ዝነበሩ እዚ ሓደጋዚ ዝኾነ ፍጡር ዝጽበዮ ኣይነበረን። ግን ከኣ ኮይኑ።

ወያነ ከምቲ ጩግራፍ ባዕላ ሃሪማ ተእዊ ዝበሃል ነቲ ስጉምቲ ምስ ወሰደቶ እቲ ዝመጻ ግብረ መልሲ ዓጸፋታት ምዃኑ ምስ ተማህረት ብዘይውዓል ሕደር ከም ልማዳ መንግስቲ ኣቢይ ንህዝቢ ትግራይ ከጽንት ውግእ ኣብ ልዕሊ ሰላማውያን ከፊቱ ክትብል እያ ናብ ጎይቶታን ይድንግጹለይ ትብሎምን ኣውያት ጀሚራ። ኣብ ርእሲኡ ድማ መንግስቲ ኤርትራ ኢዱ የእትዩ ኣሎ ዝብል መራጉቲ ጥርዓና እንተኾና ክስታት ኣቕረበት። ካብቲ ዘገርም ግን ሽዱሽተ ኣስማተን እንተዘይኮኑ መልክዔን ይኹን ተግባራተን ዘይረኣያ ተቛወምቲ መንግስቲ ኤርትራ ኢላ ትጽውዔን ንመንግስቲ ኤርትራ ዝኹንን ኣውጅ ከውጽኣ ምግባራዩ። ብጣዕሚ ዘስደምም።

ወያነ ነዚ ውግእዚ ክትዕወተሉ ኢላ ጀሚራቶ ኢለ ኣይኣምንን። እንታይድኣ፡ ሓደ ኣብቲ ዞባ ዝካየድ ዘሎ መስርሕ ሰላም ረብሓ ስለ ዘይህባ ኣተዓናቒፋ ክሳብ ዕድሚኣ ዘሎ ከተናውሖ። ካልኣይ ተወሪረ ህዝበይ ጠምዩ ኢላ ከም ኣመላ ሓገዝ ብስም ህዝቢ ክትወሰድ እሞ ነቲ ብፈደራል መንግስቲ ዝተወስዳ ሃብቲ ክትክእ። ሳልሳይን ቀንድን ነቲ ጥምዙሕ መሰረታዊ መበገሲ ቃልሳ ዝኾነ ዓላማ ነጻ ትግራይ ብመሰረት ዓንቀጽ 39 ሃገር ከተቑውም። ዓለም ድማ ነዚ ውግእ ተመልኪታ ኣብ ጎና እንተኾነት ካብ ዝብል ኣጉል ፍልስፍና ተበጊሳ፡ መንግስቲ ኣቢይ ኣሕመድ ንተጋሩ የጥፍኦም ኣሎ ብዝብል ኣውያት ክትጠርዕን ክትነብዕን እሞ ተቐባልነት ንምርካብ እዩ ዝመስል። ኣብ ኩሉ እትገብሮ ኣውያት ንመንግስቲ ኤርትራ ምውንጃል ብዓለም ፍታሕ ዘምጽኣላ ስለ ዝመስላ ኤርትራ ክትብል ክትጎስዕን ክተፍእን ንሰምዓ ኣሎና።

ወያነ ሎሚ ደጀን የብላን። ሳሕል ኣይተረኽበን። ሓጋዚ የብላን ኣብ ስልጣን ዝመልሳ። ተንሳሕበሉ ቦታ የለን። ነዊሕ ግዜ ኣትኪሉ ዝዋጋኣላ ሰራዊት የብላን። ዓቕማን ቁጽራን ትሕዝቶኣን ክንዲ ፈደራል ሰራዊት ኣይኮነን። ሰራዊታ ብረቱ ደደርብዩ ወይ ተማሪኹ ኢዱ ክህብ እቲ እንኮ ምርጫዩ ብሂወት ክነብር እንተ ደልዩ፡ ኣይፋለይን እንተበለ ኣብታ ጃንዳ ዝኣጎደቶ ሓዊ ክጥበስ እዩ። ብጀነራላት ፈደራል መንግስት ዝገልጽዎ ዘለዉ ኣብ ልዕሊ ሬሳታትን ሙሩኻትን ብወያነ ዝተፈጸመ ዘስካሕክሕ ተግባራት፡ በቲ ካልእ ወገን ድማ ብምክልኻል ሓይልታት ኤርትራ ዝግበር ዘሎ ጭዋ ኣቀባብላ ነቶም ወያነ ክዳውንቶም ኣውጺኣ ጥራሕ ነብሶም ትሰዶም ዘላ ሰራዊት ህዝቢ ኤርትራ ክሳብ ክንደይ ለዋህን ደላይ ሰላምን ምዃኑ ክቡር ባህሊ ከም ዝውንን ተመስኪሩዎ ኣሎ።

ወያነ ኣብዚ ኩሉ ሽግር ዘእተዋ ካልእ ነገር’ውን ኣሎ። ንዝምድና መንግስቲ ኤርትራን መንግስቲ ኢትዮጵያን ብዓይኒ ቅንኢ ስለ ትጥምቶ። ኩቡር ፕረስደንቲ እሰያስ ኣብ ኢትዮጵያ ምብጻሕ፡ ብፍላይ ድማ እንጦጦ ፓርክን ኣባይ ግድብን ምብጽሑ ንወያነ ካብቲ ኣዝዩ ማዓንጥኣ ዝቐረጻ ዑደት እዩ። ወያነ ዘይትሕወሶ ጉዳይ ኩሉ ኣብ ምጥርጣርን ተንኮል ምእላምን ስለ ዘድህበላ ኣብ ቁልውላው እያ ትነብር። ኩሉ ተኣኪቡ ጭንቀት ስለ ዘሕድረላ ከምዚ ዝረኣናዮ ኣብ ገዛእ ሰራዊት ሃገራ ፈልያ ኲናት ትኸፍት። ደብረጽዮን ትግራይ መቓብር ወረርትና ክትከውንያ እናበለ ከምዘይፈከረ ሕጂ ድኣ እንታይ ርድኡና እናበለ ናብ ሕብረት ኣፍሪቃን፡ ሕብረት ኤውሮፓን፡ ደቡብ ኣፍሪቃ፡ ኣሜርካ፡ ፈረንሳ፡ እንግሊዝን ካልኦት ሃገራትን ንብዓት ሓርገጽ እናነብዔ ዘእዊ ዘሎ። መራሕቲ ጃንዳ ብድሕሪ መጋረጃ፡ ደቃውቶም ኤሮፓ ኣሜርካ፡ ደቂ ድኻታት ኣብ መጋርያ ኲናት። ህዝቢ ትግራይ ነዚ እናፈለጦ ከሎ ኣብ ጎድኒ ወያነ ኮይኑ ዘጣቕዕ ንመራሕቲ ወያነ ትረኽቦም ዕጫያ ክትረኽቦ። ብሰንኪ ጨካን ኣረመናዊ ተግባር መሪሒነት ወያነ፡ ህዝቢ ኢትዮጵያ ንድሕሪት ኣብ ዘይምለሰሎ ደረጃ በጺሑ ወያነን ሰዓብቱን ከይተደምሰሱ ዘዕርፈሉ ኣንፈት የብሉን። ብወያነ ዝተመንዝዔ ሜረቱ ኣብ ዋናኡ ክመልስ ትግራይ ኣብታ ናይ ቀደማ ክትኩርመ ከይገበረ ድቃስ የለን።
