The problem with that is that the Hammassien people are fleeing from the tyrannical junta just as much as the rest of the Eritrean people. The savage tyrant has such control of the central region that the people in the center are the ultimate hostages.
For instance, if I was from Senafe or Tessenei, I could just as easily cross the border to flee from the savage junta unlike those in Hazega or Tsaeda Kristan.
