3. The visit of Issayas will intimidate Tigray and Tigray will accept the peace accord by his messengers and Abiy will be recognized by Tigray as a legit PM of the country after the end of his term per the constitution.

The other factor Issayas visit is to show the country another foreign leader is visiting Ethiopia and the illegal ex PM is doing business on behalf of the country as legit PM of Ethiopia in the eyes of all Ethiopians, Issayas is legitimizing Abiy as the continues PM of Ethiopia, but does Issayas know he is illegitimate leader for life???
