Another biggest ever oil factory in Ethiopia's history is in its way.But the Ethiopian Commercial bank denied loan. Why?

Probably number of weeks ago I posted about the biggest edible oil manufacturing plant was on its completion. The factory located in Bahr Dar , Bure in Gojam, which is owned by Belayneh kinde. From my knowledge this factory has started registering employees till now. As I mentioned earlier in that post this factory will cover 50% of countries oil demand.
Here it is another biggest oil factory stationed at Debre Markos in Gojam, which is intended to cover 50% of our country oil demand. This plant is owned by Worku Aytenew. I believe that this means that we will cover our oil demand fully.
But the problem is it is noted that the Ethiopian commercial Bank denied this investor the required loan. This issue has sparked the public especially in Amhara region and become a main debate.
Why the government scared this kind of huge project?
By the way this huge plant intends to employ more than 2000 workers.
