Do you even know what is considered plagiarism? Obama is not the first using "my brother’s keeper"; many have included it to make a point.
This phrase has its origins in Scripture. The story behind this quote involves the first two brothers recorded in human history, Cain and Abel. To refresh:

Let us admit, Prof. Mesfin Wolde Mariam was right; there're very few people that can compare with the caliber of Dr. Abiy's abilities in the globe.
