Let's call things by their proper names, hence let's call a spade a spade and not a niggger.

Who is to blame here? Of course dictator issayas. Prior to the year 2018, no ethio (save few) was daring to utter the term Qey bahrachin or assab or massawa or any eri sovereign land. However, the SOB dictator who happens to be an ethio in heart paved the play ground for them when he shamelessly, irresponsibly and publicly announced in 2018 in addis that ethios and eris are one people and whoever thinks otherwise, he doesn't know history.
