This is what happens when a system is paralyzed. The body stops functioning. The TPLF is today a paralyzed gang of criminals and so cannot provide even the semblance of a government. When a government ignores its own laws about social distances and holds massive demonstrations, then you know that the government has become bankrupt. These mafia groups don't have the money because Abiy effectively ransacked all the looted money.
