The actual number they had in mind was 11 million votes, but they decided to shave off 1 million votes to lower the number to 10 million, so that no one will poke fun at their lucky #11.
BTW, you're not supposed to compare the difference between the population number of Tigray and the official number of votes cast, nor raise questions about the obvious huge discrepancy, unless you're willing to receive text-lashing from the agame Awash/Justice Seeker/QB/Mesob/tekeba, eden, Adwapoblican, Aurorae...etc.

They told us, 10 million out of Tigray's mass migration triggered rapidly depleting population of only 2 million elderly people, voted for TPLF. Where did they get the other 8 million people from? Obviously, Math is not their forte. May be the lying agame Awash can help explain the outrageous discrepancy.
