When an airplane enters Ethiopian airspace , the pilot communicates with the Ethiopian civil aviation. It is the only legitimate authority to grant or deny landing.
Here is my advice to the politically “intelligent” leader of Tigray. He will bring the Tigray Ethiopians to Mekele. But he should first bring about an independent Tigray. And form Tigray airlines. And then the Tigray civil aviation will allow the plane who carried the refugees to land in Mekele airport. But the whole process takes time, Halafi.
