The Paradox of Abiy's Army!

Abiy's army was idle and in-active when hundreds of people were killed, peaceful people were terrorized and and cities were burned in Oromia. However in Wolaita they have been killing peaceful people! Is Abiy army anti-people Oromo biased and controlled army?
