Professor of political science at the University of Cairo Rawya Toufic told Al-Monitor that the escalating dispute between Egypt and Ethiopia “was expected.” She added, “Ethiopia is interpreting the Declaration of Principles in a way that allows it to perform the first filling without an agreement, since Egypt allowed the construction to continue during the previous negotiation stages. The nature of the dam allows filling while continuing with the construction.”

Toufic argued, “Due to time constraints, Egypt might have to accept a partial agreement on the first filling without including the operation of the dam and the coordination mechanism, especially since Ethiopia insists that filling the dam during the first year will be limited to 4 billion cubic meters and will not have a tangible effect on Egypt and Sudan. A military move is still unlikely.”

The US foreign policy is designed in such a way that, in any dispute or a conflict between two American client states, the US policy tends to shift in favor of the client state with a significant geostrategic importance, such as the Suez Canal, for example.

A client state can only enjoy full US diplomatic support when it's dispute is against a fiercely independent nation that has successfully charted its own path to political independence and carved out its own spheres of influence, such as ummm..., for example.

No, she will not. Egypt keeps seeking the best that she could get from the negotiation. Basically Egypt wants the dam to be filled in longer time interval than Ethiopia wants. The negotiation only could be focused on the time interval that the dam will be filled. That Ethiopia has the right to build the dam is beyond dispute. No, Egypt will not start to sabotage the dam construction. That is political suicide. A country that owns a Suez Canal be sensitive in attacking dam any place on earth.
