Democracy is compatible with law and order. Abiy is offering democracy to those who respect it and the full force of the law to those who commit crimes, be it politically motivated or not.

This is a powerful combination that has been used by Lee Kwan Yun and Putin (with somewhat sinister motives) with devastating effects, and you cannot beat it.
