you ask very important question .. every time you r in doubt ask yourself what would Meles would have done in this situation... the answer is very simple Meles took Ethiopian shanty town and convert it to public condominium with inside toilet and running water..
when i see the above picture i see opportunity... the value is not in the house the house can be demolished but the value is on the land .... if someone with money take the land and redevelop it that area become the best place to live in.. now in other modern nation any private company can take the land and redevelop it but the government make them sign a deal to give x% of the housing for low income earner this means the black will not be pushed out... and also the black are not renter they become house owner this way they value the house they live in.. but if u tell them they dont own the house they no body care .. just imagine if those house kept well by now those house worth million for the black and those black would have been happy to keep the place well.. i am repeating myself but this is important part of the puzzle .....
when u build the housing you going to hire the black .. if u hire the black then u r creating job for them to buy the house they going to live in... it is win win.. go to Singapore or any other nation that is how they do it instead of blaming the black who doesnt own nothing.. the government might own the house and they r neglected who is going to repair them if u dont own it... in fact the government like it the way it is .. no body hire the black and they r blamed for not finding a job .. when the black goes to bank to borrow money to start business they r rejected ... i think all this should be thought in advance and empower the black then only u free the black from economy slavery
