Operational context

New Arrivals – In the first quarter of 2020, 9,463 new asylum seekers from Eritrea have sought refuge in Ethiopia, placing a significant strain on registration and reception conditions in Endabaguna, Berhale and Aysaita, and increasing the already dire shelter shortages within the existing camps. With an average of over 3,000 new refugees arriving every month, available resources are prioritized to cover immediate basic needs and prevention of COVID-19 pandemic.
With limited resources and health infrastructure to contain COVID-19, resources have been redirected to support the efforts of the government of Ethiopia in the health sector and to ensure that refugees are included in national and regional plans. At present, WASH and Health sectors are prioritized while gaps remain across all sectors. By the end of April 2020, the registered population under Sub-Office Shire’s area of operation stands at 148,981 persons. This includes 94,145 refugees in the four camps in Tigray, and 53,703 refugees in the two camps and settlements within the host communities in Afar, and 1,133 out of camp refugees.
On 24 March 2020, the Ethiopian authorities have closed all border crossings into the country to contain the spread of COVID-19 pandemic. ARRA has suspended asylum seekers reception and screening activities at the border, and registration activities in Afar and at Endabaguna centre in Tigray are also suspended.

COVID-19 Pandemic Preparedness and Response

Since the first case of COVID-19 was reported in Ethiopia on March 13, UNHCR amplified measures to curtail the impact of the pandemic on the Persons of Concern (PoC) to UNHCR. The COVID-19 Emergency Preparedness and Response Plan and mapping of camps’ specific preparedness activities for worst case scenario were finalized jointly with the government counterpart ARRA and humanitarian partners. Awareness raising campaigns are well underway in all the six camps through home to home visits, mini media and use of Information, Education and Communication (IEC) materials. Teams comprised of a total of 338 community/incentive workers, health promotors and members of the refugee structures across all camps are disseminating WHO recommended messages on COVID-19 prevention to refugees. To date the Sub-Office Shire has printed and dispatched to field a total of 6,160 IEC materials translated into local languages (6,000 broachers and 160 large flex banners).

WASH facilities are reinforced at camp level through establishment of hand washing facilities at points of delivery, pertinent locations in camps and at household level. A total of 131 communal/shared and 1,658 household hand washing facilities have been established across the six camps. In order to further strengthened hygiene practices among the PoC, UNHCR has doubled the quantity of soap (from 250gm to 500gm) for distribution to refugees along with increase in water supply to camps. UNHCR and partners modified delivery of assistance to maintain continuation of essential services and humanitarian assistance to refugees in the pandemic situation. Distribution of two months food ration (April and May) was conducted with COVID-19 preventive measures in place at the distribution points. Distribution of sanitary material (three months entitlement) also went along with food distribution. UNHCR in collaboration with Regional Health Bureau conducted COVID-19 related trainings for camp-based health staff. Procurement of medical equipment and supplies initiated to upgrade camp-based isolation centers.

The lack of Personal Protective Equipment (PPE) and hygiene materials for frontline staff of partners providing protection and assistance remains a major concern and hiccup in the COVID19 response. UNHCR has placed an order for international procurement of drugs, hygiene items and PPE especially for health centers. In the items when these items are in the pipeline, SO Shire has initiated local procurement of these items to serve partner staff for two months.

A father-of-two who tricked his way into a terrified pensioner's flat before kissing her and exposing himself has been jailed for 18 months.

Maron Gebru, 26, twice sneaked into the block of flats in Smethwick, Birmingham, where the 74-year-old woman lived alone in August 2017.

The father, who admitted sexual assault, was jailed for 18 months by a judge today, who told him an immediate prison term was the only answer for what he had done.

In the first instance, the victim had been waiting for a male relative in her ground floor flat when Gebru, unknown to her, rang the buzzer to the block's communal doors.

The victim answered 'who is it?', to which a man's voice replied 'me', Birmingham Crown Court heard.

Expecting a visitor, she buzzed the doors open, but when nobody knocked she opened her flat door, looking out into the corridor to see Gebru standing 'about two metres from her door'.

'She told the police he looked dirty and spoke in broken English,' Cathlyn Orchard, prosecuting, said. 'He put his hands together as if in prayer and said "please, please, please".

'She thought he needed help and she approached him.'

Ms Orchard added: 'He turned to her and kissed her on the lips.'

The victim tried to get back to her flat, but Gebru followed then 'leaned in very close and took hold of her hands'.

'She pushed him away [and] he continued to move towards her,' added Ms Orchard.

'She went inside her flat and tried to close her front door but he put his hand in the way to stop her and used force to open the door, then came inside her flat.

'She told him "you can't come in here", he got onto his knees and repeated [the comment] "please please, please".

'She told him her husband would be back any minute to try and scare him away.'

Gebru walked to the door, but as he did so 'turned to face her and pulled down the zip of his trousers and exposed his [ deleted ]'.

As he left, the victim slammed the door behind him.

When police checked CCTV footage it showed Gebru, originally from Eritrea in East Africa, in the corridor 'with his trousers undone'.

Gebru returned a second time to the victim's front door, but was again told to leave.

The CCTV also showed Gebru, minutes before the attack, following another resident into the block and once in the building's corridor, looking through the victim's letterbox.

He was then recorded on camera, outside the block, 'gazing through the window of another flat'.


Gebru's image was circulated and following a media appeal, he handed himself in to police in June 2018.

In an interview, he told officers he 'must have been drunk', had no reason to be at the flats, but answered 'no comment' when asked what he was doing there.

'He denied he would have gone to the flats for a sexual purpose but could not explain what he went there for,' added Ms Orchard.

In a victim personal statement, read to court by the prosecutor, the pensioner said the incident had left her 'so frightened' she had been left a 'changed' woman.

'Every time her door knocks she's worried who's there,' added Ms Orchard.

Simon Hanns, representing Gebru, said his client had arrived in the UK as a refugee from Eritrea in 2012.

He added Gebru, from Newtown, was 'a family man' who was currently living with his partner and had not been in trouble since the 'unpleasant' incident.

Judge Mark Wall QC, who declined to suspend Gebru's jail term, told him: 'This was a serious offence which has had a lasting effect on your victim.

'The only way of dealing with somebody who forces their way into the flat of an elderly person, living alone, in order to sexually assault them is an immediate sentence of imprisonment.'

There is not a single Eritresn who crosses the border since 2 years ago.
You beggars are relocating your filthy agames citizens in Afar and in tigray refugee camps to beg for donations to feed your sher*amut moms and snotty tigray people.
And why are you begging PMAA to not relocate the previous few Eritrean refugees deep inside Ethiopia? Won't you be happy that some other Ethio kilils carry the burden unless you knew your cash cow is being killed by PMAA & PIA.
Go ahead separate your beggar tribe by relocating them all over tigray or as you say in ethio Afar region just for piece of injera.
I don't know about tigray, but the Afar thing will expose your evil sh*it.
No Eritrean goes to tigray and no tigrawai/ti goes to Eritrea.
