Of course minus all the wealth and support Taiwan gets from the west. But politically China has pretty much isolated Taiwan, and that is what Abiy is doing by stopping diplomats and so called "federalist forces" from travelling to Tigray. Abiy is trying to isolate and impoverish Tigrai, that is what people generally call no war no peace.

An even better metaphor. But I don't think Abiy needs the kind of war and destruction we saw in former Yugoslavia, he could bring order to Tigray with no war no peace, hence why the China Taiwan metaphor serves better my purpose in this
