Danakali releases 1Q20 quarterly report

Danakali has provided a quarterly update on the activities and financial position of the company and its Colluli potash project in Eritrea, East Africa. The project is 100% owned by the Colluli Mining Share Company (CMSC), a 50:50 joint venture (JV) between Danakali and the Eritrean National Mining Corp. (ENAMCO). CMSC’s aim is to become a leading producer and exporter of sulfate of potash (SOP) during 2022.

Key developments

• Significant progress on EPCM.
• Two Africa Finance Corporation (AFC) directors appointed to Danakali’s Board.
• Tranche 2 of AFC’s US$50 million strategic equity investment deferred.
• Environmental and Social Governance (ESG)
- Commence close out of Environmental and Social Action Plan (ESAP) to ensure full compliance with the Equator Principles and the IFC Performance Standards.
- Engaged with an independent consultant to conduct a Human Rights Impact Assessment (HRIA).
- Inaugural Sustainability report being finalised, underpinning Danakali’s commitment to best practice and transparent reporting on ESG and demonstrating Colluli’s potential to positively impact Eritrea’s ability to meet its United Nations Sustainable Development Goals (UN SDGs).

Financial position

• Cash position of AUS$22.7 million as at 31 March 2020
- Outgoings for the quarter include AUS$8.3 million of non-recurring expenditure related to lender and advisors’ fees associated with successful debt financing activities in December 2019
- Funding is estimated to be sufficient for more than 8 quarters.
- Board anticipates prudent spending resulting in a reduced burn rate from 2Q20.
- An in-depth review of activities has been undertaken with re-prioritising of activities which are now considered non-essential in light of COVID-19 restrictions.
- Project spend has been carefully assessed and restricted to those critical to the long-term success of Colluli development and adequate resourcing adjustments will be made.

Key activities planned for 2Q20

• Project financing
- Continue monitoring developments in financial markets to revise forward financing plans in response to COVID-19.
- Continue the satisfaction of conditions precedent necessary to allow CMSC senior debt drawdown.
- Continue to execute company equity strategy for remaining project financing and capital requirements subject to global market recovery.
• Project development
- Complete Phase 2 of EPCM including updating of FEED estimate and execution schedule.
- Continue to monitor and assess the impact of COVID-19 to advance the EPCM work.
- Identify and pursue appropriate opportunities, delivered on a desk top basis.

Niels Wage, CEO of Danakali, commented:

The team has made a good start with the development of the project with the completion of Phase 1 and commencement of Phase 2 of EPCM. Whilst immediately ensuring the wellbeing of our people in the face of the COVID-19 pandemic, we are working on key workstreams to progress the development of Colluli at a prudent pace as we are getting closer to start of construction.

The evolving environment is likely to cause some project development delays and it is difficult to provide an exact assessment in regard to a revised project delivery timeline. However, our close collaboration and shared commitment with our EPCM, equipment and financing partners will ensure that we maximize progress during this difficult time.

The business is well positioned financially with its existing cash resources and has substantial liquidity headroom. Moreover, we have taken prudent reduction measures in spend going into Q2, and this will be reflected in a lower burn rate. We will continue to follow consistent and disciplined implementation of our balanced capital allocation policy.

We will work closely with our partners with the completion of the funding for the project and assess the range of options and strategies available to us.

Seven patients have recovered fully after standard tests at the National Laboratory and were released from hospital today.

This brings the number of recovered patients to-date to twenty six (26).

The total number of confirmed cases in the country to-date is 39.

German Parliamentary Committee: Indecent statement on Eritrea

In its deliberations on "economic cooperation with Eritrea" on 22 April last week, the Development Committee of the German Bundestag went out of its way to heap insult on the Government of Eritrea. It went further to issue an offensive Press Release of its ill-informed and misguided proceedings.

Why the Parliamentary Committee chose to dwell on this mundane issue at this point in time when the grave danger of COVID-19 is the overarching concern of paramount importance for all countries and peoples in our global community is difficult to understand or decipher.

Optics and bad taste aside, what are the facts?

1. The Bundestag Development Committee states that the German Federal Government "does not foresee any chance of bilateral development cooperation" because "Eritrea's leadership rejects any cooperation". The Committee further laments Eritrea's lack of

interest in improving trade relations although it is entitled to duty-free and quota-free access to European markets.

In the same breadth, though, the Committee asserts that Eritrea

does not meet the requirements for bilateral German cooperation due to its serious human rights violations.

These statements are not only incoherent and contradictory, but they are also at variance with the facts.

First off, Eritrea cannot be blamed since it is the German side which has put, in the first place, brakes and preconditions on development cooperation. This new position does not also reflect the agreement on bilateral economic cooperation reached between the two countries when a high level Eritrean Ministerial delegation visited Berlin in September 2016 for fruitful meetings with their counterparts.

Secondly, Eritrea maintains both normative trade and development cooperation ties with several European countries. And this was also the case with Germany until the latter abruptly terminated a long-negotiated commercial agreement at the last minute in 2009 due to pressure from the US State Department.

The Bundestag Development Committee may have short memories. But this is in the public domain. It was indeed published in the Wikleaks documents.

To cut a long story short, Eritrea and Nevsun negotiated, in 2009, commercial loans with the German Development Bank and South Africa's IDC for the capital expenditure of the Bisha gold processing plant. The agreement included off-take provisions for Germany to import copper from the Mining Plant at market prices. When all the negotiations were finalized, the German side withdrew from the consortium because the US State Department leaned on the former as part and parcel of its adversarial position against Eritrea and prevalent policy of scuttling the mining project. In a nutshell, Germany forfeited its commercial interests and credibility at the last minute because it chose or was cajoled to kowtow to overriding US policy on Eritrea.

2. We can also invoke other unfriendly acts. For now, let us recall Germany's substantial financial/budgetary support to the TPLF regime and its war machinery in all the years while the latter continued to occupy sovereign Eritrean territories in violation of international law and the EU brokered Algiers Peace Agreement.

3. The Bundestag Development Committee alludes to Eritrean sizeable "asylum applications" in Germany. Here again, the Committee cannot gloss over the EU and Germany's standing policies of enticing the youth/National Service from Eritrea with preferential treatments and other inducements for ulterior political purposes.

In the event, the Development Committee's assessment is ill-timed, lopsided and really shallow. A constructive approach would have been the convention of a proper and structured follow-up Ministerial meeting and dialogue between the two countries at the appropriate time.

ኣብቲ ክልቲኦም ሸነኻት ዝፍንተትሉ ቦታታት፡ ጉዳይ ሲቪላዊ ምምሕዳር ብዝምልከት፡ ስርዓት ወያነ ከም ቀንዲ ጉዳይ ናይ ኣብ ስምምዕን ሰላማዊ ፍታሕን ንዘይምብጻሕ ገይሩ ይወስዶ ካብ ሃለወ፡ እሞ ከኣ ብመሰረት መግዛእታዊ ውዕላት እቲ ናይ ዶባት ምሕንጻጽን ምምልካትን ምስ ተወድአ፡ ናብ ሉኣላውነት ዋንኡ ክምለስ ካብ ኮነ፡ ኣብዚ እዋን መሰጋገሪ መድረኻት ብምትዕጽጻፍ ክፍታሕ ከም ዝኽእል ኤርትራ ኣረጋገጸት።

ክልቲኦም ሸነኻት እዚ ኣብ ሞንግኦም ተፈጢሩ ዘሎ ግጭት ብሰላማውን ሕጋውን ኣገባብ ጥራይ ከም ዝፍታሕ ክኣምኑ፡ መግዛእታዊ ዶብ ከኽብሩ፡ ክልቲኦም ወገናት ብዝሰማምዑሉ ምቹእ ናይ ግዜ ሰለዳ ብቴክኒካዊ ጉጅለ ዶብ ክምልከት፡ ኣብ ግዜ ምምልካት ዘየሰማምዕ ጉዳይ እንተድኣ ተረኺቡ ናብ ዳንነት ምኻድ

ብዘይካ'ዚ ኣተገባብራ ናይቲ ስምምዕ ብዝምልከት'ውን ኤርትራ፡ ዶባት ካብ ብረት ብኸመይ ናጻ ይኸውን፡ ጠንቂ ናይዚ ግጭት'ዚ ንምፍላጥ ብዛዕባ ዝካየድ ሓፈሻዊ መርመራ ርእይትኣ ኣቕሪባ። ከምኡ'ውን መንግስቲ ኤርትራ በቲ ዝብጻሕ ስምምዕ ተማእዛዝነት ምእንቲ ክህሉ፡ ቅዳሕ ናብ ው.ሕ.ሃ ን ው.ሓ.ኣ ን ተላኢኹን ክቕመጥ ሓሳብ ኣቕረበት።

ዲፕሎማስያዊ ምንቕስቃስ ው.ሓ.ኣ ብምቕጻል ብሓደ ሓምለ፡ ብኣምባሳደራት ቡርኪንፋሶን ዚምባብወን ጅቡትን ምስ መራሕቲ ኤርትራን ኢትዮጵያን ዝተፈላለየ ርክባት ኣካየደ። ብወገን ኤርትራ ነቲ ግጭት ብሰላማውን ሕጋውን ኣገባብ ንምፍታሕ ኣብ መርገጺኣ ጸኒዓ ምህላዋ ነቲ ልኡኽ ኣረጋገጸትሉ።

ላዕለዋይ ሽማግለ ው.ሓ.ኣ ኣብ ታሕሳስ 1998፡ ኣብ ዋና ከተማ ቦርኪንፋሲ (ኡጋዱጎ) ኣኼባ ክካየድ ጸውዐ። እቲ ካብ 7 ክሳብ 8 ታሕሳስ 1998 ኣብ ትሕቲ ጽላል ው.ሓ.ኣ ዝተኻየደ ርክብ፡ ፕረሲደንትታት ብለዚ ካምፓወረ፡ ሮበርት ሙጋበ፡ ሓሰን ጉለት ኣፕቲዶን፡ ዋና ጽሓፊ ሳልም ኣሕመድ ሳልምን ከምኡ'ውን ፕረሲደንት ኢሳያስ ኣፈወርቂን ቀዳማይ ሚኒስተር መለስ ዜናዊን ተሳቲፎሞ።
