On April 4, 1946, in a letter to US President Truman, Emperor Haile Selassie requested United States' support at the Paris Peace Conference for Ethiopian claims to Italian Somaliland & Eritrea. Please see

On April 4, 1987, Osman Saleh Sabbe passed away in Cairo, Egypt. He was born in Hirgigo in 1932. He managed to get the 1st group of freedom fighters, trained in China & Cuba. He joined the ELF in 1961, upon the invitation of Idris M. Adem (head of ELF)

After infighting in the ELF, he established the General Secretariat (Amana Ama) in Oct. 1969. On Feb 1972, delegates from the PLF1 & PLF2 & Sabbe’s (Amana Ama) held a meeting in Beirut & formed an alliance, ELF-PLF. Sabbe was to serve, as Head of Foreign Mission.

Sabbe played significant diplomatic roles, as head of Foreign Mission. In 1961, he was Vice-chairman of the Eritro-Somalia Friendship Association; established to promote the Eritrean cause all over the world. In Nov. 1961, on his request, the Somali Foreign Minister began issuing passports to Eritrean activists in Saudi Arabia after Ethiopia revoked their passports and later many Eritrean freedom fighters used Somali passports to travel.
In Mar 1976, he parted ways with ELF-PLF but retained the name ELF-PLF.

On Apr 6, 1988, despite an express Agreement with Donors to distribute aid in war zones, Mengistu H/maraim ordered all international relief agencies leave Eritrea citing ''personnel risks''; leaving many Eritreans who depended on aid because of the war to starve.

On Apr. 6, 1992 Eritrea published Nationality Proclamation N° 21/1992. The Law recognizes nationality by birth, naturalization, adoption & marriage. It also recognizes dual-nationality.
A person born to a father or mother of Eritrean origin in Eritrea or abroad, is an Eritrean by birth. A person who has "Eritrean origin", is any person who has a continuous residency in Eritrea since 1933. A person born in Eritrea of unknown parents is considered an Eritrean by birth, until proven otherwise.
A person may be an Eritrean by naturalization, if that person entered and resided in Eritrea between the beginning of 1934 and the end of 1951; provided that he has not committed anti-people acts during the liberation struggle of the Eritrean people.
A person who is not of Eritrean origin & has entered & resided in Eritrea in 1952 or after may apply for Eritrean nationality, provided he/she has entered Eritrea legally & has been domiciled in Eritrea for 10 years before 1974 or has been in Eritrea for 20 years while making periodic visits abroad.
