4. Upgrade all current SU-27A to SU-27SM3 - What will allow Ethiopia to do? It will provide better engines, better hardware and software for the pilots and better range along with new missiles capabilities.

It seems you and I clearly have different philosophies in running nations. You said Africans don't need those weapons, weren't the Africans not enslaved by foreigners because they lacked weapons? Please come to your senses and clear your mind from the outdated savage thinking of African tribal warriors. This is the 21st century and every nation has to be armed to the teeth to protect its sovereignty and its interest.

And with what are you going to buy these weapons? With funds gotten from foreign aid?

Besides, even if these poor third-world nations spend 100% of thier GDP, they won't be able to match the superior weapons of the advanced nations.

So you will be wasting your meagre resources to enrich already wealthy weapon-makers in the West, Russia and China.

Ethiopia has it's own plan. It has a home grown economy and is already producing missiles.
Ethiopia should have a strong Air Force and defense now, not in 2030.
