People without ethical compass say "if you're not caught, you haven't committed a crime". By which they mean unless you are caught in the act, if you can get away with it, then stealing is not a crime.

Woyane Tigrai, have taken this one step further, it doesn't matter if you commit the crime, it doesn't matter that you are caught redhanded, unless you feel guilty, unless you feel shame then you are innocent

They have turned "Innocent until found guilty" into "Innocent unless ashamed of your crimes"

ትግራይን "ማሰኮን" ያለብን is because we want them to admit their crimes. Unless we shame them, they are not going to feel guilty, and they will consider themselves innocent
