በኢፌድሪ ህገ-መንግስት አንቀፅ 39 እና 47 ንዑስ አንቀፅ 2 ላይ ማንኛውም ብሄር ብሄረሰቦች ህዝቦች በማንኛውም ጊዜ የየራሳቸውን ክልል የማቋቋም መብት ኣላቸው በሚለው መነሻ መሰረት የስልጤ ዞን ምክር ቤት በዛሬው ዕለት ባካሄደው 4ኛው ዙር በ6ኛ አስቸኳይ ጉባዔ የብሄረሰቡን በክልል የመደራጀት ጥያቄን በሙሉ ድምፅ ውሳኔ አሳልፏል።
የምክር ቤቱ አባላትም የስልጤ ህዝብ በክልልነት ቢደራጅ ለህብረተሰቡ የሚኖረውን ማህበራዊ፣ኢኮኖሚያዊና ፖለቲካዊ ፋይዳዎች ላይም ሰፊ ውይይት አድርጓል።
በተጨማሪም ምክር ቤቱ በአስቸኳይ ጉባኤው የተለያዩ ሹመቶችን አፅድቋል።
