Abiy is copying the western strategy of impoverishing your opponents described in the book, "How Europe underdeveloped Africa". Abiy's no war no peace and Isaias' no war half peace is genial strategies that will bring peace to everybody in the HoA.

Somebody, probably Eden or Halafi, will one day write a best-selling book, "How Abiy underdeveloped Tigray". They don't seem to know what is happening to them today, but they will find out five years from now.
