Why is leaders have to be everywhere, why doesn't he create representatives, or even horizontal leaders everywhere, he has to be where he needs to be that is more important, give power to others all over the regions to do things what must be done. otherwise it would look more like Zenawi, you can't lead 100mil by only a single person while he is the pm but needs horizontal leaders everywhere. England's leadership is the participation of all, the kingdom doesn't have that much power but over see the wellbeing of the country while working with pm and the rest of leaders.
