IMF is the last resort for poor countries to get loan from and 99% of the time those countries are not doing well as a result of the 'conditions' set by the lender.All countries that are involved with IMF have accumulated debt that can never be repaid, so IMF will offer a debt repayment loan to settle the debt, but a debt repayment loan doesn't solve anything, it only adds more debt. The IMF is a loan shark, that's why progressive Asian countries like Singapore, South Korea stay away from.

IMF decisions are determined by the following criteria:

avoid shoring up self-reliant models.

provide funding to large-scale projects (WB) or policies (IMF) enabling the major industrialised countries to increase exports.

refuse to help regimes seen as a threat by the United States government or other important shareholders.

support pro-western dictators and corrupt governments.

attempt to modify the policies of certain governments.
