Danakali’s Colluli potash project is located in Eritrea within the Danakil Depression, an emerging potash province that traverses parts of both Eritrea and Ethiopia


ASX-listed potash developer Danakali is moving its world-class Colluli potash project closer towards development.

Comfortably proven to be able to produce sulphate of potash (SOP) – a premium grade of fertiliser – over an almost 200 year mine life, the company has optionality to expand Colluli’s product suite with a host of potentially viable future products being explored.

Recently appointed CEO NIELS WAGE spoke to CHANTELLE KOTZE about his vision.

The development of the Colluli potash projects coincides with the move towards more peaceful relations between the once feuding countries of Eritrea and Ethiopia.

The countries agreed to jointly sign a declaration of peace and friendship, with peace declared by both parties in July 2018, followed by the subsequent opening up of the border between the two countries in September 2018 and the lifting of sanctions against Eritrea by the United Nations in November 2018.

The current and future demand for potash, as a key input in fertiliser production, is expected to increase substantially in the future, primarily driven by population growth.

This bodes well for the project from a pricing perspective – with SOP price premiums consistently remaining well above US$200/t over the past five years.

Located within the Danakil Depression, an emerging potash province that traverses parts of both Eritrea and Ethiopia, the unexploited potash basin is one of the largest potash basins globally – estimated to contain over 6 Bt of potassium-bearing salts suitable for the production of potash fertilisers.

The company’s Colluli potash project, in the Afar region of Eritrea, has enabled Danakali to establish itself as a prominent player in this large potash basin.

The project’s unique characteristics including the resource grade and size, location and simplicity has been a key positive differentiator to its development, when compared with other potash development players not only in the region, but globally too.
With mineralisation starting just 16 m below surface, extending to 140 m below surface, the Colluli resource is the shallowest known evaporite deposit globally, and is amenable to open cut mining,
Wage explains.

Furthermore, the extraction of the potassium salts in solid form, using open cut mining methods, is a far safer mining method than underground mining.

Not only does this mining method enable the immediate generation of a final product, but provides higher overall resource recovery at a lower capital cost, when compared with solution mining or brine operations, which have a substantial lead time between the time of the capital investment and the time to generate product and revenue.

The project also carries a significantly lower level of complexity as a consequence of predictable processing plant feed grade and predictable production rates due to low reliance on ambient conditions.

Additionally, the resource is close in proximity to the Red Sea coast, only 75 km away, and only 180 km from the Port of Massawa, which gives the project access to the global export market via one of the busiest trade routes in the world.

This is a significant advantage relative to all other potash development projects in the Danakil Depression, which need to ship from the Tadjoura Port in Djibouti – over 600 km by road from the closest project.

On the brink of construction

Danakali completed a front-end engineering design (FEED) study for Colluli in 2018, which confirmed Colluli as the most advanced and economically attractive SOP Greenfield development project.

The FEED study considered a modular development approach consisting of two modules:

Module I – An initial 472 000 tpa SOP production; and
Module II – An additional 472 000 tpa SOP production within 3 - 5 years, for a total of 944 000 tpa of SOP production.

Despite this initial production level, the massive 1.1 Mt ore reserve has significant capacity to underpin further expansions and support decades of growth beyond modules I and II.

The FEED study also confirmed the project’s industry leading capital intensity and first quartile operating costs as well as a project level post-tax NPV of $902 million with a post-tax IRR of 29.9% for modules I and II.

Danakali has already secured a 10 year take-or-pay offtake agreement with global fertiliser producer Eurochem for up to 100% (minimum 87%) of module I SOP production from Colluli.

The agreement will not only provide Danakali with cash flow certainty when it enters production but also support the company with global reach, extensive fertiliser technical expertise and experience.

Funding (almost) fully secured

The company met one of its largest milestones in August this year when it closed a US$200 million senior debt facility with the Africa Finance Corporation (AFC) and African Export Import Bank (Afreximbank).

The facility will provide the majority of the total $302 million funding required for construction and project execution of Module I.

The remainder of the year will focus on sourcing the equity portion of the funding package still outstanding followed by the commencement of construction at Colluli towards the end of the year.

Once fully funded, a well-defined, six-phase engineering, procurement and construction management (EPCM) process will be mobilised by the EPCM contractor and the owner’s team.

Phase 1 will entail a review of the FEED study, phase two will focus on refining capital estimates and schedules, while phases three to six will consist of detailed engineering, procurement and construction.

The phased EPCM process is expected to take 24 – 27 months, with first SOP production targeted for early 2022.

Additional value upside potential

Colluli has significant diversification potential beyond SOP production, including the option to produce additional potash and salt products such as muriate of potash (MOP), sulphate of potash magnesium (SOP-M), kieserite, gypsum, magnesium chloride and rock salt.
This product diversification potential hinges on the establishment of a port closer to site,

Once we have sufficient cash flow coming in from the sale of our SOP product, we will look at the development of our own port facility. We have already completed a high-level port study and identified a potential site for the port which is only 87 km from Colluli.

This will not only reduce the cost of trucking quite dramatically, but will also optimise the economics of the project,
he explains.
The long mine life of Colluli justifies the large capital expenditure as it helps to derisk the project, reduce operational expenditure and also as a more economically viable option, export its by-products and expanded product suite.

While not necessary for module I production, the port establishment will prove economically beneficial when module II comes on line and will be considered from year five of the operation,
says Wage.

I met a delegation of Eritrean students, studying in UAE universities. We are keen to provide educational opportunities for outstanding international students, to support their scientific careers; so that they can contribute to the development of their homelands.

Development: is all about the people. The overall objective of building roads & communications, dams, energy plants, irrigation schemes, housing complexes, schools & hospitals etc is to improve the standard of life of citizens. Go- Eritrea, achieve it and leave no one behind.

Building a network of infrastructures, particularly a network of roads, across the nation influences various development programs. Construction of strategic or feeder roads is highly rewarding particularly in improving the living standards of society.

Newly constructed roads, play a significant role in alleviating poverty and in narrowing gaps between rural and urban areas. The renovation and expansion tasks being carried out in Tsaeda-Kristian -- Adi-Neamin route has, for instance, made it easy for people and goods to be transported. Harat Transport Company, has now started to give public transport service to the area. Heavy trucks, have also been easily making their way from and to the area that connects the Central and the Gash-Barka regions.

According to Col. Berhane Elias, coordinator of the construction works of Tsaeda-Kristian and Adi-Neamin route, the road is 42 kilometers long connecting Berik sub-zone in Maekel region and Logo-Anseba sub-zone in Gash- Barka region. The route connects the villages of Adi-Kuntsi, Adi- Ya’ekob, Hazega, Adi-Bidel, Godagudi and Adi-Neamin. Other villages around the route, have also become beneficiaries of the transportation service being offered.

A large segment of the people, who live across the route are benefiting from the socio-economic development in the area. The residents have not only been transporting goods, but the people-to-people connection is being strengthened. They have been exchanging commodities and other resources, through the already flouring markets. Since the area is known for fruit and vegetable farming, the existence of very well paved road networks and effective transportation service is making a difference in the development of trade activities. The renovation activity will also enable the farmers of the area, to distribute their farm produce to the markets of Asmara.

The area is also known for its granite and marble stone resources, said Col. Berhane. The residents of the area have now started to make use, of these natural resources.

The Government of Eritrea has a far sighted vision, in carrying out the road renovation work. Besides providing easy access to transportation services, operators of various heavy machineries are also gaining experiences by participating in the construction and renovation of the strategic road. The road expansion and renovation effort is meeting two envisaged goals; of providing efficient social service, as well as the realization of human resource development.

The road used to be very narrow, and was creating difficulties in the transportation service. The route that passes through Adi-Bidel -- Anseba River is mountainous, making it necessary to construct bridges and canals that is underway.
Once the roads are constructed and renovated the ownership is of the people of the area and we are glad for that,
said Col. Berhane.

Mr. Berhane Haile, a technical manager in charge of the machineries being used in the road construction, said,
We have sufficient number of machineries and also well experienced operators. The availability of the heavy machineries and determination of the young operators is the reason for the satisfactory work accomplishment.
Four excavators, three loaders, two graders, three rollers and 10 heavy trucks have been used in the construction works.

Mr. Berhane further elaborated, that over 90% of the work is being accomplished by the young graduates from Adi-Halo Vocational Training Center. They have been demonstrating remarkable excellence in all work areas; including very dangerous steep cliffs. The young operators have the resilience to surmount, even what seems impossible.

The route was very narrow and difficult, for heavy trucks to pass through.
These determined youth have, however, paved it and I now call it not a road but a runway,
Mr. Berhane lauded, the strenuous efforts of the youth.

Mr. Berhane has worked for 40 years, as a grader operator. Comparing his experience to the training opportunities the youth are being offered, he said that the young operators are fortunate to have an easy access to the ample opportunities for training. They have been trained, using modern and up-to-date machineries. It is quite impressive, to see the students being trained by well experienced operators. This opportunity has granted them a chance to boost their confidence and to upgrade their skills, to a higher level of excellence.



Tedros Kbrom, 24 years of age, is an operator of an excavator. After graduating at certificate level from Adi-Halo, he worked in the road construction. He said,
The senior and well experienced operators, have enabled us to reach this level of achievement.
He added,
They have taught us, not only how to operate but also how to maintain the machineries.
All the young operators are very keen to learn new techniques and to upgrade their skills through practical works, and this is what they have been doing in the work areas they are engaged in. They collectively said,
We have been trained well and are making efforts to upgrade our skills and creativity, so as to reach a higher level of achievement.
The training the Government provided us, using very modern machineries is exceptional and we are shouldering double responsibility to serve our people and Government,
they reiterated.

The residents of the area, are expected to participate in the renovation and expansion of the road. In this regard, Col. Berhane said that the people of the area have been providing food and drinks to the workers. They have always been ready, to play their role in facilitating the construction and preserving the already accomplished tasks.

So far, students in the areas have started to ride bicycles because of the availability of smooth roads. This development has enabled the students to safely and speedily travel, from Adi-Bidel to Hazega for schooling. The people used to move goods, through pack animals but they are now transporting goods through the services being offered by Harat Transport Company.

An expansion and upgrading of narrow bridges around Dem- Sebay and Anesba River, are some of the future plans. Once the study is completed, the expansion task will soon start, Col. Berhane said.

The coordinator of Tsaeda Kristian - Adi Neamin route finally said,
We are making efforts, to make a difference. So far, we have provided preliminary transportation facilities and we are now looking forward to upgrading the route to make it viable for heavy trucks.

Eritrea History, by the Historian the late Fr. Tewelde Beyene

May 02, 1889, the Wucchalie Treaty was signed between Italy, whch occupied Eritrea since 1869 & Menelik, the Abyssinian emperor of the time. Making Eritrea free, from Abyssinian incursions.

Menelik wasn't happy with Art 17, of the Wucchalie treaty, which in its Italian version transferred Ethiopia as Italian Protectorate. Consequently, the Italians allied themselves with Ras Mengesha. On Dec 8, 1891 the MEREB-BELESA-MUNA borderline was agreed between Gandolfi & the Ras.



After the battle of Adwa, it was evident that what Menelik wanted was annulment of Art 17 of the Wucchalie Treaty & eliminate the threat from Mengesha. Hence, the Addis Abeba peace of 1896 annulled the Wuccialie Treaty & confirmed the MEREB-BELESA-MUNA as ERITREAN boundary.

Ethiopia as a nation is the creation of Menelik's expansionist adventures South wards, after 1890. Hence, the Eritrea- Ethiopia boundary/modern was formalized by three boundary delimitations: June 1901, May 1902 May 1908, on which the EEBC based its border decision of 2002.
