Who is going to present Eritrea at the African Russian summit which is about to be held in Sochi

More than 43 African head of states are heading to Sochi to take part in the africa russia summit. Russia is trying to revive Soviet union relationship with the black continent by offering african countries the transfer of peacefull nuclear technology, Grain and of course weapons.
In the last IGAD meeting which were held in addis Abeba, Eritrea was represented by the Ethiopian Pm dr abiye. Who is going to present Eritrea at the African Russian summit?

It seems Wedi medhin berad prefered to skip the African Russia summit which is taking place in Sochi. Is this how diplomacy works in the book of the alcoholic junk? Or perhaps wedi medhin berad thinks the Gulf Arabs who rely on their suger daddy pimps for protection are more important than the Suger daddies? Or perhaps he is going to claim russia refused to issue a visa for him and his entourage to visit the country.
