Ethiopia and Eritrea must obtain Eritrean Afar consent for any agreement concerning use of Afar traditional lands




The Eritrean Afar National Congress (EANC), the Afar Nation within Eritrea, and Eritrean Afar exiled in Ethiopia and Djibouti, and the Eritrean Afar traditional leadership [“the Afar”] welcome Eritrea’s announcement that it will enter direct negotiations with Ethiopia towards normalization of relations on the basis of the Algiers Agreement of 2000.

As normalization includes granting Ethiopia access to the Eritrean port of Assab and Dankalia, which is traditional Afar territory, we require that any agreement to use Eritrean Afar territory receive the fully informed, prior consent of Afar indigenous people.

United Nations agencies have repeatedly criticized Eritrea for removing the Afar from their traditional territories, including Assab and its environs, by killings, mass murders, rapes, torture and other atrocities which the UN found amounted to crimes against humanity. The UN also found that Afar displacement from their traditional lands threatens Afar livelihoods as Afar depend on their traditional lands for their sustenance as an indigenous people.

Accordingly, in accordance with international law, the Eritrean Afar call upon Ethiopia and Eritrea to include an Afar representative in their talks and demand that any agreement about the use of Afar traditional lands receive the fully informed, prior consent of the Afar.

The Eritrean Afar National Congress will hold a press conference about the current developments during the Afar Unity Congress in Uppsala, Sweden on June 30th, 2018. The EANC will unveil its new policy and introduce new executive leadership to lead the struggle for Afar internal self-determination in Eritrea. We call on all stakeholders for peace to join us at this press conference.

Ethiopia Banks on the Afar People Against Eritrea

ADDIS ABABA is not gearing up for war with its Eritrean neighbour in the short term, but is actively preparing the post-Issayas Afeworki era.

Ethiopia’s armed forces chief of staff, General Mohamed-Nur Yunus, aka Samora, played a key role for the 4th conference of the Red Sea Afar community held in Samara (Ethiopia) from 9 to 11 August by the Eritrean Red Sea Afar Democratic Organization (RSADO, opposition).

The conference was attended by Ismael Ali Sirro, the president of the Ethiopian Afar Regional State, as well as a number of other Eritrean opposition organisations. Its final declaration agreed to draft a new constitution for Eritrea, to set up a federal system of government.

He also warned Asmara against supporting Ethiopian opposition groups like Ginbot 7 led by Berhanu Nega and the Ethiopian People’s Patriotic Front (EPPF), otherwise Ethiopia could “take defensive measures”.

However, an attack against Eritrea would not seem to be on the cards, as Ethiopia is keen for stability to ensure continued economic growth.

EANC Land And Natural Resources Policy

Afar homeland of Dankalia has unparalleled natural resource advantage in Eritrea and the horn of Africa region.In much of Africa, conflicts over natural resources have been the leading factor behind instability and impediment to growth. Our natural resources and extraction policy for Eritrea promotes an environmentally responsible, just and fair productive resource extraction and management framework that is equitable in its distribution of wealth to all stakeholders of Eritrea, in particular,in Dankalia.


The wealth generated from natural resources and its social impacts should be beneficial to all nationalities even if they stem from Dankalia. EANC deploresthe current land and sea expropriations and exploitation policy by the Eritrean government. The present regimeis now selling and/or leasing Dankalia’s natural resources and strategic ports to foreign governments and multinational mining corporations, without the consent, recognition or knowledge of the Afar people.


The current Eritrean regime has the complete monopoly over the wealth of Afar region (Dankalia) and control over its natural resources. The exploitation and revenues generated from Dankalia are used for personal enrichment by the elites of PFDJ, the Eritrean Generals and helping build a political base for the ruling class to maintain an iron fist over impoverished population and threatening their livelihoods. Our plan will revisit agreements made with multinational corporations and other foreign actorsin respect of their social corporate responsibilities policies and make them responsible for securing community-based programs and local initiatives such as education system, Health Care, Jobs creations and the environment.

Our policy for economic reform in Eritrea will put an end to the exploitation of natural resources. EANC Land and Resources Policy will transfer the land and resources ownership a back to its rightful indigenous owners.

The Eritrean Afar people will own and maintain control of their lands and resources including surface and sub-surface resources, sea coasts, airspaceand other precious minerals such as potash, gold, natural gas, and salt.Our Natural Resources policy is committed to delivering a fair share of natural resources revenues stemming from Dankalia for development and economic empowerment for all Afar State populations.


EANC believes such process will prevent conflicts between regionsand nationalitiesin the future. With agreed upon revenue sharing initiatives, in addition to the creation of resolutionsand policies for resource management, a new social cohesion and coexistence between diverse nationalities will be created and a balance for economic power between all nationalities of Eritrea will emerge.

Ethnic Federalism


Eritrea’s nationalities are distinguished by ancient,diverse and distinct languages, which are superimposed on cleavages of religion, ethnicity, economy, culture and a way of life. Eritrean nationalities are old, rooted in ancient histories and cultures. Eritrea, by contrast, is a new political construct, fashioned in 1993.

The PFDJ concept of Eritrea as “One Heart-one people”, “Hade Libi, Hade Hizbi”, (the current mantra) of the Eritrean government must be abolished. Unity without recognition of diversity is a recipe for prolonged conflict and insecurity. The regime’s ideology drives its politics and their excessively centralized policy is incompatible with a deeply diverse nation like Eritrea. The current Eritrean regime’s agenda is racist and is systemically designed to destroy the unity of Eritreans and its social fabric. It is designed to subdue the smaller nationalities and weaken them in favor of a ruling majority Tigrigna nationality. These policies by the current Eritrean regime have caused a collision between Eritreans withinthe country and in Diaspora.

Inclusive and sustainable policies must be devised to protect Eritrean societies and the nation from enraging in prolonged conflicts, insurrections and even the break up of the state in the aftermath of the regime’s collapse.

Eritrean Afar people are bearing the brunt of the Eritrean regime’s assimilation agenda and are being stripped of their ethnic identity which had evolved historically as a self-conscious and a strong self-sustaining ethnicity in Eritrea. Our policy calls for Ethnic Federalism in Eritrea. Eritrea is a deeply diverse nation.

Our policy will implement multi-ethnic federalism in Eritrea where every ethnicity’s right is recognized and its self-governance rights as a people are preserved at the federal government level.

On its 2012 Tigrigna News Report, the Voice of America (VOA) reported that tens of thousands of Tegaru who settled in the Afar region have demanded self determination and secession by invoking Article 39 of the constitution.

As you and I know, our great TPLF leaders had a amazing vision when they settled the Tegaru in the Afar region, because right now the Tegaru settlers outnumber the native Afars, and their demands to have the Afar region incorporated into Tigray seems to be in line with our TPLF's manifesto for the Greater Tigray Republic.
