This was started more than 7 years ago and it is still in the making ? Absurd! If they upgraded anything by 2018 I do not know, but I think they are simply giving excuse not to finish it, fearing Amharu reaction is not gonna be easy. There were threats by some previous land owners in the diaspora to fight against seizure of their land and will not accept monetary settlement, they said they want their land and only their land. It will be another reason for protracted conflict like those in Diredawa. Weyane did not do this on purpose, Ethiopia is just fo'cked up, and hard to fix.
