He reportedly published a "scientific" paper in an international journal promoting the positivity of chewing Khat and decrying about the illegality of its consumption in the western countries.

But now the Ethiopian government itself has to scrap for more money to deal with the consequences of chewing Khat in the country ( a massively burden issue to the country's economy and its work-force).

I think this guy is going to have more and more trouble of his superficial scholarily calibre.
