Test results form normal distributions. So too, randomness dictates that region-to -region bell-shape curves should nearly overlap, and year-to-year configurations shouldnt have that significant of a difference! Anything else violates the law of randomness and as such, the anomaly should at least be explained!
Few students ranking high from one region, specially when the case is explained by the said students isnt a point of concern! If there are significant shifts in mean scores however, and/or huge dispertions form around region-to-region standard deviations, then it is a cause for concern!
Either way, minstry of education and the statistical office need to dispel and/or explain issues that are challenging the credibility of the matriculation system and acceptance standards of higher learning institutions.
