It is really disturbing to know the person that wrote that news is a journalist. Forget about his not knowing whether the person took the dollars from Amhara region to Tigray or vice versa, but be confident to write the report. The very sentences he or she wrote to convey the message was way below average. I expect an average 6th grader to write way better than this. Ethiopia should mourn for the death of quality education.
