Djibouti is not offering us a port, she is begging us to remain as friends. Ditto. Djibouti knows very very well what Ethiopia needs- not a commercial port but a Navy base. Ditto. She is not offering us a long term military base because she knows sooner or later Djibouti is going to merge with Ethiopia. Ethiopian navy base will simply hasten that process. Djibouti has updated its offer today. It has said that it's not offering Ethiopia any port or access to the sea beyond the stipulation of UNCLOS. It has said all it's proposing to Ethiopia is:

a joint management of Tadjoura to maintain Ethiopia's trade flow, to turn the port into a commercial hub to prevent Ethiopia from shifting its trade routes to neighbouring ports in Somaliland and Eritrea.
