You have made some great points in your last three comments.

In this day and age, if an Ethiopian comes home renouncing his US citizenship and shows the government the kind of paper work Jawar has provided, s/he should be honored, respected and accepted.

Yes, many of us don't agree with Jawar's politics, in fact I am in line with Balderas stand on J-Qeerro however, as they say, there are no permanent friends or permanent enemies, only permanent interests. If you claim Ethiopian citizenship today, you will likely pay a price and that to me is, my permanent interest. Talk is cheap! Walk the talk! Jawar has done that!

To be frank, I was disappointed with Andy keeping his British citizenship; that was embarrassing but, the dude has paid too much price for the cause therefore, we should honor his choice. On the other hand, Eskinder is the man; no man can question his commitment to the cause. Last man standing? Not anymore, Jawar has come to the plate; Jawe is a double sword in Ethiopian politics; he still has a chance to play positive. He has something in common with Eskinder; I have to say his renouncing of US citizenship is a personal commitment and positive; I admit that has made me respect the man.

NEWS: OFC SAYS JAWAR MOHAMMED IS ETHIOPIAN AS ELECTORAL BOARD DEMANDS CITIZENSHIP PROOF FOR 2ND TIME

Addis Abeba, February 01/2020 – Oromo Federalist Congress (OFC) executive member Tiruneh Gemta said Jawar Mohammed, who recently joined OFC, is an Ethiopian citizen. Tiruneh said this following a letter, the second of its type, sent to OFC by the National Electoral Board of Ethiopia (NEBE) demanding the party to present proof of Jawar’s Ethiopian citizenship status.

Jawar Mohammed, who held a US citizenship, has renounced his US citizenship, according to Tiruneh. A letter written by Jawar to the Main Department for Immigration and Nationality Affairs on January 22/2020 and received by an officer named Atikilti Abraha on the same day, requested the immigration office for re-admission of citizenship. In the two pages letter Jawar stated that he attached with the letter nine different supporting documents as required by the law. Among the documents listed, No. 4 stated that he has attached a copy of a letter from the US embassy in Addis Abeba written on January 06/2020 announcing that he has renounced his US citizenship. No. 5 of the same letter stated that a certificate of loss of his US nationality given to him by the US embassy in Addis Abeba on January 06/2020 was attached along with other documents.

Apart from those, the letter described having other supporting documents such as copy of his previous Ethiopian passport, documents corroborating his return to Ethiopia as of August 2018 and copy of an ID indicating that he was residing in Ethiopia, all of which are required by Ethiopian nationality proclamation for re-admission to Ethiopian nationality.



According to Proclamation No.378/2003 Ethiopian Nationality Proclamation, Article 22: Re-Admission to Ethiopian Nationality:
1. A person who was an Ethiopian national and who has acquired foreign nationality by law shall be readmitted to Ethiopian nationality if he:
a) Returns to domicile in Ethiopia;
b) Renounces his foreign nationality; and
c) Applies to the Authority or re-admission.

2. The provisions of Sub-Article (1) of this Article shall also apply to person who has lost his Ethiopian nationality pursuant to Article 20(2) of this Proclamation. i.e: “An Ethiopian who acquires another nationality by virtue of being born to a parent having a foreign nationality or by being born abroad…”

On the other hand, The Ethiopian Electoral and Political Parties Proclamation 1162/2019 Article 63/1 and 2: Political Party Formation, stated that 1. Every Ethiopian has the right to form a political party or be a member of a political party.

2. Any Ethiopian aged 18 or above has the right to be a member of a national or regional party in accordance with this Proclamation.

Article 69: Political Party Barred from Registration – 69/1/E states that
1- The political party shall not be registered if:

E. It has members with international nationality.

In an interview with VOA Amharic, Birtukan Mideksa, Chairwoman of NEBE, said the Board took these provisions as bases of its decision to write the letter. The Board also gave an ultimatum to OFC to prove Jawar’s citizenship status until February 07/2020.

“First, he has returned to his country. Second he has renounced his US citizenship. And third he has notified concerned authorities and requested a readmission of his Ethiopian citizenship. The law does not require him to do more than this. Jawar is an Ethiopian,” Tiruneh told BBC Amharic.

As usual many people here are concentrating themselves on an issue of secondary importance in the face of a much more important and perhaps critical issue for the wellbeing of the country and its people, which is in my view the rule of law. You and someone else may take that so easily but once a regard for the rule of law sleeps out of our hand, then there could be nothing for us here and the rest to debate about. I wouldn't get into comenting about the issue of how citizenship is in Ethiopia because I am not keen in my understanding of legal codes.
But my feeling is that if he still possesses his citizenship right from another country, then there couldn't logical way that he could be granted an (additional) Ethiopian citizenship, in the face of invalidity of dual citizenship rights in the country.

just a brief info for you: denouncing a government and a country are two different things, but it seems you don't get it.

Everyone who applied for a refugee status in another country has, at least technically, denounced the government the person is fleeing from, but not the country itself, at least not necessarily.

Do you have any proof that Mrs. Birtukan Medeksa has applied for and obtained a passport from any third country?

There are thousands, if not hundreds of thousands, who have applied for a refugee status in another country but the majority of them stayed there with an alien status in the country.

Janjoo Mohammad's claim about being forced to apply for a third country's passport after his own country denied him to grant one doesn't hold water. He could have also applied for a travel document without a need of denouncing his citizenship of the country he claimed to have fleed from.

it shouldn't be a much difficult issue to resolve this matter taken in a legal terms, I guess.

As a citizen you can go to the Ethiopian concerned Authorities (Immigration and Nationality Affairs office, I guess) and apply for a passport and lay down the requirments.

To get an Ethiopian passport you need to be an Ethiopian. This must be substantiated by some kind of documents which show that you are an Ethiopian. If you live outside of the country (lived outside of the country) you are also required to lay down that you do (did) so legally. You can prove that by providing your residence permit in the said country, for example. If you don't have one, then there is a potential that you trespassed the law of that country and Ethiopia is not allowed to give you a shelter from your crime by an international law.

Forget here about Jaanjoo Mohammad and just consider about yourself going to the local Ethiopian Embassy or one of its Consulars and apply for a passport and you will understand what the requirements are.

I am lost on your statement of Janjoo havinng renounced his American Citizenship. What does that mean concretely?

It is all about whose citizenship he has at the moment of his passport application, in my view at least but I am not a legal expert.

Birtukan is not immigration officer even if JAHWAR submit fake paper saying he is an Ethiopian she should accept it .. all she has to do is make him sign saying this is legit paper and tell him if the investigation found out he is submitting fake paper he will be prosecuted under criminal law.

As far as I know Birtukan came to the US with a full scholarship; she finished the program and was asked to come back home by Dr. Abiy.

I feel your pain Defend; however, my take is, trying to disqualify Jawar for technical reasons is not fair. He has showed documentations that he renounced his citizenship, returned his US pass port and filed all the paper work according to the law of the land of his country. The government should compliment him for the choice and accept him as a citizen; don't put road blocks, rather expedite the process. All diaspora are watching!

I am not sure if the "TPLF goons" have purposefully distorted the formualtion of this legal stipulation in this case. It seems to me to be in line-with other countries' practices in this case.

In any country I know of a foreigner can't have the national ID card or the passport of that country. If you know one, then please tell me. That is why foreigners should have a residence permit to stay in that foreign land, as far as i can understand.

If Jawar Mohammad didn't travel outside of the country then I think there is no reason to deny him the right to have a national ID card or a passport and thereby confirm that he is a citizen of the country. He stayed outside of the country and wanted to be given the right to be entitled as a citizen, now the respective authorities should prove that he is entitled to have one by confirming that, among others, he didn't break any law in the country where he stayed. I think in this case it is not too much is demanded on the part of the authorities, as far as I can understand the logic behind it.

Some countries allow dual-citizenships. There are Canadians running for office in US. For example, Canada’s PM Justin Trudeau’s rival Andrew Scheer has dual US citizenship.
