Six people have recovered and have been discharged.

Djibouti
The situation is not stabilized but the trend is towards a decrease in the daily number of confirmed cases covid19 with 12 cases today, far from the 156 reported on 04/16. 69 healed today.
Total: 986 cases, 2 deaths and 252 cured.

(17 April 2020, Addis Ababa) Any restriction imposed by Federal and regional governments on the right to movement and public transport services to prevent the spread of Corona virus should take into account human rights principles, Ethiopian Human Rights Commission (EHRC) said today.
The Transport Sector Implementation Directive issued by the Ministerial Committee on 17 April 2020 imposed various restrictions on private vehicles and vehicles providing public transport services effective from the day the Directive was issued without any advance notice.
Even though the restriction includes measures necessary to ensure social distancing and reduce overall movement aimed at preventing the spread of the Corona virus, the absence of any advance notice,as well as, the necessity and proportionality of some of the measures raises concern.
It is to be recalled that previously, regional governments of Amhara and Southern Nations, Nationalities and Peoples (SNNP) imposed restrictions effective from 29 March and 30 March 2020 respectively, without any advance notice, on vehicles providing public transport services entering and leaving their respective region, and on any internal public transport services within SNNPR.
Because the restrictions were imposed suddenly without advance notice and information, it resulted in lots of confusion and unnecessary distress among the community. Many people who left their residential areas for various reasons, were not able to return home and were forced to stay outside their homes and families.
All emergency measures to be taken by the Federal and regional governments in a state of emergency should be guided by Constitutional and international human rights obligations and principles.
One of these fundamental human rights principles is the Principle of Strict Necessity and Proportionality. According to this Principle, the emergency measures taken by the Government will only be considered necessary and legal to the extent they are proportional and strictly required by the exigencies of the situation.
Another fundamental human rights principle is the Principle of Legality. One aspect of this Principle is that the Government should adequately and publicly announce all emergency measures or restriction, and provide an advance notice on compliance period for enforcement in accordance with the law.
‘Even though the restrictions imposed in the Amhara and SNNP regions are now lifted, due consideration should be given when future emergency measures are taken to ensure sufficient advance notice and avoid similar mistakes. The necessity and proportionality of the restriction imposed by the Ministerial Committee on the use of private vehicles should also be reconsidered from the perspective of the overall objective of the state of emergency’ said Dr. Daniel Bekele, the Chief Commissioner at EHRC. He added, ‘considering that there are people who move around, including with the use of their private vehicle, for essential and humanitarian services related to the current situation; for government and public work; and for pre-natal care and other urgent matters; the restriction should be reconsidered as it can impose additional strain on the public transport and thus have a negative impact on the objective it aimed to achieve’.
Even though Article 10 (3) of the Directive allows the Ministry of Transport to issue permits, in exceptional cases, the fact that the Directive came into effect without advance notice and the administrative challenges that may arise in issuing permits, could lead to unnecessary disruption.

Deaths from COVID-19 in Italy climbed by 464, against 437 the day before, the Civil Protection Agency said, but the daily tally of new infections declined to 2,646 from 3,370.
The total death toll is now at 25,549, the agency said, the second highest in the world after the US.
The are 189,973 confirmed cases, the third highest global tally behind the US and Spain.

UK death toll rises to 18,738
Britain's COVID-19 death toll in hospitals rose by 616 to 18,738 in the 24 hours to 16:00 GMT on April 22, the health ministry said.
"As of 9 am 23 April, 583,496 tests have concluded, with 23,560 tests on 22 April. 425,821 people have been tested of which 138,078 tested positive," the ministry said.
"As of 5 pm on 22 April, of those hospitalised in the UK who tested positive for coronavirus, 18,738 have sadly died."
European firms step up COVID-19 vaccines work, UK team starts human trials
Scientists in Britain began clinical trials of a potential COVID-19 vaccine as other developers across Europe also stepped up work on their own experimental shots against the disease caused by the new coronavirus.
A team at Britain's Oxford University dosed the first volunteers in a trial of their vaccine - called "ChAdOx1 nCoV-19" - while Italy's ReiThera, Germany's Leukocare and Belgium's Univercells said they were working together on another potential shot and aimed to start trials in a few months.
Britain's GSK and France's Sanofi last week announced a similar agreement to develop a COVID-19 vaccine, with trials starting in the second half of the year.
