UNECA forecasts strong growth in Eastern Africa for 2020

The United Nations Economic Commission for Africa (UNECA) office for Eastern Africa forecasts regional growth rising to 6.5 percent in 2020, after a more moderate performance of 6.1 per cent in 2019.

Andrew Mold, ECA’s Acting Director for Eastern Africa announced the forecasts during the annual Regional Intergovernmental Committee of senior officials and experts’ meeting held in the Eritrean capital Asmara.

He noted that regional growth in 2019 has been impacted negatively by decelerating economic activity globally, but was still extremely resilient, growing at more than double the global and continental averages of 2.7 and 2.8 per cent, respectively.

It was noted that export earnings in the region softened, principally due to weak commodity prices. Furthermore, weaker earnings from agricultural exports for Kenya were registered, and lower mineral exports for DR Congo.

However, Mold stressed:
Most Eastern African countries are net commodity importers, and hence are impacted ambiguously by falls in commodity prices.

For instance, growth has remained buoyant in part due to low prices for oil imports. From a demand perspective, 80 per cent of regional growth has been driven by consumption expenditures.
Dr. Kato Mukasa Kimbugwe, a regional trade consultant told Business Times that:
these goods are dominated by capital goods used in the process of production which is important because they are key to improving our manufacturing production capacity.
Experts say that both investment levels and trade performance need to strengthen if the growth performance is to prove sustainable.

Kato added:
Therefore, emphasis needs to be placed on creating the right type of investment environment (incentives and other investment attraction tools) and addressing those factors that undermine trade competitiveness and performance such as non-tariff barriers, lack of finance, and low production.
Going forward, Mold noted that if measured correctly, the Eastern African market is much larger than commonly believed.

Measured at market exchange rates, he noted, the regional economy for the 14 countries in Eastern Africa will stand at approximately $363 billion by the end of 2019.
But market exchange rates considerably underestimate the purchasing power of the 423 million inhabitants of eastern Africa.
As noted, measured at Purchasing Power Parity exchange rates, the regional economy should reach $933 billion for 2019.

Mold said:
If current growth rates are sustained, this implies that by 2022, eastern Africa will be able to boast of a regional economy in excess of $1 trillion.
So what?

The growth forecasts are good, but experts told Business Times that policymakers in ECA’s sub-regional office which serves Rwanda, Burundi, Comoros, DR Congo, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Seychelles, Somalia, South Sudan, Tanzania and Uganda, need to mind important factors such as enhanced trade to uplift the livelihoods of people.

Kato said:
Regional policymakers at the macro level, need to ensure that current policies recognize the importance of regional and continental markets in helping deliver the growth potential of their countries and the region, and critically, in creating jobs and incomes that uplift the livelihoods of our people.
He said the African Continental Free Trade Agreement (AfCFTA)
needs to force our leaders and critically, the private sector, to work together to make this a reality.
Failure to ensure that the private sector, and the population as a whole, understand the costs and benefits of the AfCFTA will mean that this very important initiative [AfCFTA] could be relegated to mere rhetoric that is meaningless to the common man or woman.
Anthony Mveyange, TradeMark East Africa’s Director of Research and Impact, also shared the view that the new forecasts are not the end of the road.

Mveyange said:
The figures are good; our region is doing better by a big margin compared to where the world and Africa is in terms of macroeconomic growth performance. What this means is that countries are doing very well at the macro level, signaling fairly healthy economies in the region.
However, translating such macro success into transformative economies at the micro-level still remains elusive to many of our countries. The challenge is how to turn these macro successes into tangible and meaningful outcomes that address challenges such as poverty, unemployment, inequality and others such as education, health, social protection.
The 23rd meeting of the intergovernmental committee of senior officials and experts from 14 eastern African countries was held in Eritrea, for the first time, with the theme of how to leverage new opportunities for regional integration.

About 4,000 people, attended the Munich precious metals and commodities event. Every one of them had to see the Danakali booth, promoting Colluli. Many stopped to chat, including lots of German shareholders. On to Asmara!

NOVEMBER, IN ERITREAN HISTORY!



MASSACRE, BY ETHIOPIAN EMP. HAILE-SELASSIE.

In Nov. 1967, about 7,000 Ethiopian soldiers from the 2nd Div. began to burn villages in the vicinity of Keren. Almost all the villages of Senhit, 174 in all, were destroyed.

In Kuhul & Amadi, the army ordered the people to gather in one place where they were bombed by air force planes. In Asmat, the army opened fire on a wedding party killing many people. In Melebso, 30 community leaders who met the soldiers & offered them hospitality were killed.

The Ethiopian Army burned crops, killed or confiscated livestock & poisoned wells to make the area uninhabitable. 86 villages in Seraye & Akele Guzai were burnt and at least 159 people killed.

In Nov. 1967, 112 people in a mosque at Basadare were massacred. The people were forced to gather in the mosque by soldiers, who said they would be safe there from a planned air strike; the soldiers then opened fire killing all of them.

A three-day meeting of the Intergovernmental Committee of Senior Officials and Experts (ICSOE) was held at the Asmara Palace Hotel from 5 to 7 November. The 23rd meeting was jointly organized by the Government of the State of Eritrea and the United Nations Economic Com¬mission for Africa (ECA) in Eastern Africa.

As the chair this year, Eritrea hosted the regional meeting for the first time. The three-day meeting included reports and discussions regarding the African Continental Free Trade Area’s (AfCFTA) implementation in Eastern Africa, blue economy and boosting regional tourism. Participants discussed issues related to the creation of job opportunities for the Eastern African region as it happens to be one of the fastest growing regions in the continent. Discussions centred on the challenges Eastern African countries are facing in regards with job opportunities and trade between the neighbouring countries.


Today we talk to Ms. Vera Songwe, Executive Secretary of UN Economic Commission for Africa (UNECA) and Mr. Andrew Mold, Officer-in- Charge, UNECA office for Eastern Africa, regarding the meeting. Ms. Vera Songwe, Executive Secretary of UNECA


The East Africa region, is the fastest growing region on the continent. The growth rate is estimated to be 6.4% today and we expect it to continue. We need to create comfortable job opportunities in East Africa, ensure that all the youth are able to grow in a prosperous Africa. We believe that the AfCFTA is part of this blue print, to create those jobs. Directly, we can create 2 million jobs and another 2 million indirectly. We are hoping with the infrastructures that are neededz we will be able to create as many jobs as possible.



In a time when the Eastern Africa Region is enjoying peace, it is an amazing time to be in East Africa. The AfCFTA couldn’t be taken on, if we didn’t have stability. We are in Eritrea today, to have the discussion. I think this is part of what the AfCFTA is about, not only to involve the eastern African counties in Regional integration but also to connect people through economy, peace and prosperity. We look forward now to getting all the East African countries to sign up for the AfCFTA to help create a prosperous Africa in a short term and realize the dreams.

I have been in Eritrea just recently, and my impression is very good. I am impressed, with how friendly the people are. Eritrea has a lot to offer. We have been talking today, about the potential the country has regarding tourism and ports. We are in a sub-region that has 420,000,000 people, with Eritrea being a much smaller economy. We believe that joining the sub-regional market would create a space Eritrea needs to sell its products and also to integrate in an economy, that is moving very fast.

It is the first time, we are having this regional meeting in Asmara. The report that I just presented, was about the state of the regional economy and progress in the developmental goals section. During my presentation, I tried to stress on the various challenges that occur within the region. To mention one, the job creation opportunities for the region are much slower than the rate of economic expansion over the past decade. We did a calculation on this topic and it is estimated that the region will have to sustain at least 6% growth rate, to create sufficient jobs.

The demographic dividend is actually resulting in a situation, where the job market has expanded very rapidly. So, we have got an additional 8.5 million people joining the East Africa job market. We also discussed challenges; such as trade and intra-African trade. All of the 14 countries, except one, actually have very large merchandise trade. So, shifting towards higher level inter-regional trade is important for a number of reasons. One of the reasons is that, there are huge domestic demands in the region. Growth is being lit by consumption but that demand is being met increasingly by imports, particularly from Asia; nearly 70% of all imports in the Eastern Africa region are from Asia. I was stressing the fact that inter-regional exports tend to be very difficult to the composition of trade, with the rest of the world. If we wish to move forward with regional agendas for industrialization and diversification of economies, we really need to push the regional trade integration.

In about a week, I would have been at the UN for just about two months and surprisingly, I don’t feel as overwhelmed as I thought I was going to be. It also helps that I have a team at the Eritrean Mission in NY, that is supportive and have been guiding me to the various processes and making the transition to NY much smoother.

To everyone that asks me how I am adjusting to NY, I tell them that I am getting over a few phobias’ real quick. As someone who cringed at the thought of a mouse hiding somewhere in my basement, I was now sharing the sidewalks with rats (and mice) and acting as if they were just another pedestrian species. They don’t bother me, and I sure don’t bother them.

Needless to say, I am meeting a lot of people, most of them Permanent Representatives, and familiarizing myself with the system. On a daily basis, there is a deluge of mail coming to our Mission. While most are related to issues at the UN, I was pleasantly surprised when I received a letter from Mr. Samir Sambar, the Special Representative to head the UN Observer Mission to Verify the Referendum in Eritrea (UNOVER). After a series of emails, trying to find a convenient time to meet, we finally met last night.

Our conversation, flowed over dinner. It was as if, we were old friends catching up. It was great to go back though history, and remember the early years of Eritrea’s independence. He shared heartwarming stories of his visit and short stay in Eritrea, but for the most part, he was there to give me advice and share his experience in NY and the UN and offer his friendship in a town, where routine becomes your best friend.

His passion is writing, telling stories and he told me that he was an aspiring journalist living in Italy, enjoying life amongst artists, the “dolce vita”, when he came to NY for a short assignment…and has been here ever since. You never know where life will take you, so the most important thing to do is seize the opportunity and give it your all...passionately.

He gave me insights into the inner workings of the UN, the most effective personalities and brought me two autographed books that he authored. No doubt, they will be my choice for this weekend’s reading…

He told me two things that I am going to have to learn to ignore in New York- the noise and the speed.

We laughed and reminisced… ignoring the rain as we made our way home…

I have found a friend in New York, and I think I am really going to be ok.
