UNITED NATIONS, Nov. 6 (Xinhua) -- The United Nations Security Council expressed serious concern on Tuesday over reports of illegal, unreported and unregulated (IUU) fishing in Somalia's Exclusive Economic Zone, and noted that there could be a "complex relationship between IUU fishing and piracy."

Noting that IUU fishing can contribute to destabilization among coastal communities, the Security Council believed that it accounts for millions of dollars in lost revenue for Somalia each year.

UNSC unanimously adopted resolution 2442 to remain seized of the matter, and the resolution called upon all countries to criminalize piracy under their domestic law and to favorably consider the prosecution of suspected, and imprisonment of those convicted, including pirates Coastguard of Somalia apprehended off the coast of Somalia, and their facilitators and financiers ashore.

The resolution also urged Somalia's authorities to continue their work to pass a comprehensive set of antipiracy and maritime laws without further delay and establish security forces with clear roles and jurisdictions to enforce these laws.

Europeans thieves.

Critics also argue that the EU uses its leverage as an aid donor, implicitly threatening to withdraw aid if Madagascar does not go along with its fisheries terms. EU officials said that this isn’t the case. “The EU has never put in the balance the overall aid and the fisheries deal,” Hervé Delsol, head of fisheries for the EU delegation in the nearby island of Mauritius, who’s worked on the current Madagascar negotiations, told Mongabay in an email.

Local fishers oppose $2.7 billion deal opening Madagascar to Chinese fishing

Two months ago, a little-known private Malagasy association signed a 10-year, $2.7 billion fishing deal — the largest in the country’s history — with a group of Chinese companies that plans to send 330 fishing vessels to Madagascar.
