Why are we Ethiopians not good learners of a foreign language?

Ethiopians, in most of the cases, are not good in learning a foreign language. If we as an example compare an Ethiopian and a Sudanese, or an Ethiopian and a Somalian for that matter, among the average citizens, then the two other countries are more fluent in language proficiency in English, an international language. This is specially true when it comes to conversational english.

Look for example our athletes, world class in their profession but when it comes to expressing themselves in english, then most of them fail on just the basics.

Someone should be in a position to get a good command of a new language after an intensive course of just 6 months, which is a standard to learn a new language internationally.

Of course this doesn't mean that there are no Ethiopians that are better than some citizens of these two countries in english proficiency in general.

We Ethiopians are good learners in many other disciplines, but I am not sure, if this holds true as well when it comes to learning a new language. Someone can correct me, if my assumption is wrong here.

But my main question here is what is the reason here, there must be something behind it, isn't it?
